Job Descriptions:

The role of the MEAL Manager is to ensure the quality of programmes in Afghanistan and to measure that quality through a clear set of qualitative and quantitative indicators. Among his/her responsibility sit the leading role in establishing/improving and maintaining effective monitoring systems and tools, building the capacity of staff to collect, analyse and utilize project data and learnings in systematic and useful ways. The MEAL Manager also provides support to the Country Representative and Head of Program in the development, management and co-ordination of reporting systems, and programme-wide assessment, baseline, and evaluation tools. The MEAL manager holds the responsibility to coordinate within his/her department the village profiles based on the specific socio-economic indicators enabling Mission East to measure the changes and impacts encountered over the time delivering the humanitarian and development assistance.

Job Requirements:

Monitoring and Evaluation of project and programme activities

  • Lead the development and/or improvement of all tools, methodologies and guidelines for project monitoring and data collection in liaison with the Head of Programmes and the Provincial Managers and coordinators.
  • Oversee and coordinate the measurement of overall objectives, outcomes and Outputs indicators through a clear set quantitative and qualitative data.
  • Improve and ensure the overall impact assessment of the Mission East’s portfolio of projects – baselines, endlines assessments, reviews, evaluations etc. and track progress with the implementation of those activities.
  • Lead the development and implementation of clear, practical M&E plans with SMART project and sector-specific output indicators, as well as impact-level outcome indicators, including indicators that measure achievements against SPHERE and other relevant technical standards.

Program design, planning and reporting

  • Participate actively in the development of proposals, with a particular focus on assisting programme teams in carrying out timely needs assessments and rapid appraisals, checking log-frames, ensuring indicators are SMART and reviewing the monitoring and evaluation methodologies and tools proposed.
  • Participate actively in the compilation and writing of internal reports as well as progress and Final Reports to donors and lead the process of compiling and analysing the necessary output and outcome level data for these reports.

Staff Supervision and Capacity-building

  • As Line Manager for the MEAL staff, ensure supervision of their activities, and build their capacities in effectively using field-based tools and methodologies for data collection, analysis, and reporting.
  • Be responsible of managing the MEAL budget and of making sure that the needs of the department are taken into consideration to allow a smooth implementation of the MEAL activities.
  • Undertake regular visits to project sites (with separate, clearly defined ToRs) to support and review monitoring processes.
  • Consult on and create an M&E capacity building plan; provide/recommend to those best placed to provide support to build capacities for data management, analysis, and reporting.
  • This should include:
  • Providing on-the-job coaching and guidance to improve the collection, analysis, and use of qualitative and quantitative data, e.g. through use of M&E tools, case studies, semi-structured interviews etc. (as defined in M&E plans) as well as in reporting findings from monitoring activities.

Evaluation and Learning

  • Coordinate and share learning related to M&E practices and general best practices and lessons learnt across the whole programme and encourage sharing of monitoring results between and within provincial field teams.
  • Ensure the closed follow up and implementation of the relevant lessons learned and recommendations including setting up the right action plan to implement those.
  • Share the results of such exercises with external stakeholders including communities, partners, other actors, and donors, as appropriate.

Data and Information management

  • Draft, finalize and implement the information management section of the M&E strategy, including:
  • Ensure that assessment and monitoring data is consistently disaggregated by sex, age, and ability across all projects
  • Ensure that systems are in place to safeguard personal information collected from communities.
  • Co-ordinate the development of an internal programme reporting schedule & templates at the national level (clarity on what level of information is needed, where), with key responsibilities assigned.
  • On a monthly basis collect and compile timely top-line output data from all programmes and bases to feed into Monthly monitoring workbooks, SitReps, Trackers etc. Systemically check this data for quality, consistency, issues related to use of data/conclusions etc., and follow-up/ provide feedback as necessary.

Quality & Accountability

  • Draft, finalize and implement the information management section of the M&E strategy, including:

Qualifications required

  • At least an undergraduate Degree in related fields (international development, international relations, rural community development, statistics etc.)
  • Further (more specialized) qualifications in Monitoring & Evaluation (including statistical systems) in development/humanitarian work would be highly desirable.
  • Diploma or certificate on IT training from a recognized institution and or practical experience in XL, SPSS, and office 365, GPS tracking etc.    

Experience required

  • Proven experience, at least 7 years in designing and implementing effective M&E tools and systems, preferably involving the management of M&E field teams and units.
  • Demonstrable understanding in log frame development and Project Cycle Management
  • Practical experience in Training of Trainers/Training of Facilitators skills desirable.
  • Experience of working with government agencies and ministries and UN and other international and national humanitarian actors at national, provincial, and district levels desirable.
  • Experience of working in the field in sensitive, unstable security environments desirable.

Skills required.

  • Solid drafting/reporting skills (in good written English); native or near-native English language ability (a writing sample may be requested)
  • Ability to work both independently, and as part of a team.
  • Problem-solving skills and ability to perform under pressure.
  • Excellent interpersonal and cross-cultural communication and mediation skills
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Good analytical and strategic skills. Effective negotiator with the ability to positively influence cross-departmental relations.
  • Ability to manage processes and ensure quality assurance, maintain focus on objectives, and meet deadlines.
  • Personnel management skills. Ability to delegate, follow-up and supervise as well as support.
  • Ability to create and develop databases – some knowledge of relevant statistical software would be highly desirable.

Necessary Competencies

  • Fluency in spoken and written English (Knowledge of Farsi/Dari would be an advantage).
  • Excellent computer skills in Word, Excel, Outlook, and Access.
  • Sympathy with Mission East’s organisational values.
