About Terre des hommes (Tdh) Foundation:

Terre des hommes Lausanne (Tdh) is a Swiss child welfare foundation that provides assistance and protection to vulnerable populations worldwide. Tdh has been working in Afghanistan since 1995 and carrying out projects related to Child Protection, Access to Justice, Mother and Child Health, and Livelihood Programs in Kabul, Nangarhar, and Kandahar provinces.

Job Descriptions:

The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer provides methodological and technical support to teams to ensure the quality of MEAL tools in projects and programs, working within the framework established by the organization.

The MEAL Officer ensures that MEAL approaches, methods, and tools are relevant and consistent across Tdh projects. He/she helps plan and implement activities requiring specific MEAL expertise.

He/she ensures MEAL is an integral part of all Tdh departments, and the MEAL department plays a support role for the rest of the organization.

He/she helps develop an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organization’s focus on quality, accountability, and learning.  

The MEAL official will support the project team in developing new tools and databases for capturing all project activity data based on logical project frameworks, and HQ reporting standards (Beneficiary counting system and program indicator reporting) as per project working sectors. 

Support MEAL manager in the design of baseline, midline, and end-line assessment questionnaires, digitalization of activity and assessment tools in Kobo or other systems, perform data cleaning, analysis in SPSS or other software, and responsible for DQA (data quality assurance) for all Tdh project and prepare reports and follow with the team. 

He/she will be responsible for developing assessment reports, PDM reports, MEAL monthly, quarterly, and annual reports, donors’ reports, HQ reports, and governmental stakeholders’ reports.  

She/he will be responsible for managing the accountability-related tasks of all Tdh projects handling the feedback mechanism system and following up on the actions required.  

 

Duties & Responsibilities:

  • Helps implement an appropriate and effective MEAL system that, where possible, brings together the project team during the monitoring plan design phase and the sharing and use of data.
  • Helps project team develop and implement monitoring plans that are consistent with the organization’s orientations.
  • Plans MEAL activities and oversees their implementation; manages and supervises related resources.
  • Ensures ethical principles related to MEAL are respected, especially those concerning gender equality, fairness, and “no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis, and use of MEAL data.
  • Helps develop and implement the delegation’s strategic MEAL orientations in coordination with the Delegation Head, program coordinators, and, if applicable, thematic reference persons.
  • Ensures project teams take part in monitoring projects and work towards optimal cooperation within the delegation in the MEAL department.

 

Technical support

  • Support MEAL manager in design project Follow-up (PFU) for all Tdh projects.
  • Create and maintain a harmonized filing system for all Tdh projects in targeted provinces.
  • Ensures monitoring directives, methodological guidelines, and tools are understood and implemented at Tdh.
  • Coordination and support MEAL Manager in developing assessment tools.
  • Quality check of data captured from the field into various trackers and/or databases before submission.
  • Provide feedback to the project staff, including to social workers, social animators, midwives, and other program staff.
  • Helps develop and write sections on MEAL indicators, budgets, and organizational measures for project proposals.
  • Provide training to MEAL & project teams on MEAL's new approaches or reporting systems and feedback mechanisms.
  • Provides methodological support during the development of MEAL systems and plans, and ensures a consistent approach is adopted across all projects and programs.
  • Provides support during the collection of data for program indicators and beneficiary counting system.
  • Participate in the annual project review and planning workshop and assist the project manager in preparing the project report and proposal.
  • Design Tdh project assessment and activity data collection tools in XLS and configuration of tablets. 
  • Responsible for the conduction of FGD, in-depth interviews, and Key informant Interviews. 
  • Helps ensure that MEAL data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially concerning institutional reporting. 
  • Any other assignment that is given by a line of regional managers.

 

Child Protection

  • Child Protection: Use observation skills to detect any behavioral changes or specific vulnerability in children that may be the reason for concern and share these observations with the immediate supervisor and social workers team at joint weekly staff meetings to determine appropriate responses.
  • Ensure that all child protection-related activities are in line with child protection minimum relevant standards, and enhance programs/actions based on CPMS.

 

Safeguarding Policy ( Global Code of Conduct)

  • Global Code of Conduct ( GCC ) Child Safeguarding Policy (CSP), Policy on the Protection from sexual exploitation and Abuse ( PSEA ), Directive on Staff Misconduct at Workplace and GBV, Operational Risk Management: Undertake to adhere to the Terre des Hommes safeguarding policy and the principles connected to children's rights
  • Undertake to ensure the best possible practical implementation of the safeguarding policy (Global Code of Conduct) and the management of operational risks in his/her area of intervention and within his/her team.
  • Make sure all volunteers and visitors sign/understand the Tdh Global code of conduct at a glance and my commitment to child safeguarding.

 

Safety & Security

  • Conduct field visits with the consent of the line manager who checks the security of the area prior.
  • Report instantly if you observe any security threat, hear any report of any suspicion, the rumors about the safety of the staff and its beneficiaries
  • Strictly follow Tdh security policy and regional security plan.
  • Ensure and facilitate prompt sharing of information and action on all events relating to security issues

Job Requirements:

  • Minimum experience of 5 years of work experience in the MEAL field with child protection projects with INGOs/NGOs
  • Strongly able to use MS Office and the database software,
  • Excellent typing skills in both Dari and Pashto languages
  • Good on using of internet browsers
  • Have enough knowledge of child violence and protection concerns
  • Excellent communication skills especially speech in front of a group of people
  • Familiar with child protection minimum standards and protection mainstreaming
  • Excellent writing and speaking in English and both national languages Pashto & Dari
