About DHSA-TKG

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Environmental Protection

Job Description

Job Description

Finance and Accounting

·         Leads DHSA finance team; ensures the smooth day-to-day running of the Kabul finance office through hands-on supervision and management of the finance staff.

·         Through closely working with the Deputy Director General and leading staff of the Finance Department, ensure proper management and regular monitoring of the organization’s financial procedures and contractual obligations involving ongoing and future programs and projects;

·         Ensure effectiveness, efficiency and accountability in financial management through close coordination with program and project staff and the senior management;

·         Ensure proper recording of expenditure and income by overseeing the preparation and supervising of weekly and monthly journal entries.

·         Conducts training sessions for finance staff in audit preparation, field accounting, and reporting procedures; mentors’ staff on an ongoing basis

·         Ensure compliance with the government tax regulations and undertake appropriate tax computations and processing of tax return.

·         Provides technical assistance to and monitors DHSA provincial field offices on all finance-related issues.

·         Correspondence through with Donor Agencies and others on finance related matters and issues of DHSA.

·         Ensures that all vouchers and receipts are correctly stamped, recorded, and filed; supervises and ensures that all vouchers and receipts are correctly entered into QuickBooks

·         Supervise Quick Book entries, upgrading, suggestions to improve system efficiency and process improvement.

 

Budget and Planning

·         Assist in preparation of budgets of individual projects and programs as well as the organization’s consolidated budget;

·         Assist the management in managing individual budgets and the organization’s consolidate budget, including advice on the status of budgets;

·         Prepare and process regular financial forecasts, including advice on expenditure from agreed budget lines and/or income generated by DHSA business units;

·         supervising monthly spending projections and propose monthly funding requests for program implementation in strict accordance with individual project budgets and in view of the overall consolidate budget;

·         Undertake and monitor expenses against agreed budget lines, prevent and report financial irregularities and mis-management to Deputy Director General.

 Reporting & Audits

·         Prepare and maintain account reconciliation statements including reconciliation of expenditure, income, profit and loss;

·         Prepare financial analytical reports as per instructions of line supervisor;

·         Ensure timely submission of financial reports involving expenditure and income for submission to senior management and donors on monthly, quarterly, six month and annual basis;

·         Works closely with the Leadership, program manager and provincial Managers to monitor program budgets

·         Prepare and maintain annual account reconciliation for external annual audit of DHSA is carried out in a timely manner and in accordance with International Standard on Auditing.

 Other Support Services

·         Prepare comprehensive cost-benefit analysis to support the delivery of projects;

·         Demonstrates knowledge of emergency situations and reacts appropriately

·         Undertake provincial trips to ensure the accuracy of financial system and solve the financial irregularities

·         Other relevant tasks assigned by immediate supervisor and/or senior management.

Job Requirements

  • ·         Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree is an advantage).

    ·         Minimum 5 years of relevant experience in financial management, accounting, preferably with NGOs or international organizations.

    ·         Strong knowledge of financial management, budgeting, financial reporting, and accounting procedures.

    ·         Experience in preparing financial reports, budget monitoring, and donor compliance requirements.

    ·         Good knowledge of accounting software and MS Office, especially Excel.

    ·         Strong analytical, problem-solving, and decision-making skills.

    ·         Ability to manage financial teams and provide technical guidance.

    ·         Excellent organizational skills and attention to detail.

    ·         Good communication and interpersonal skills.

    ·         Ability to work under pressure and meet deadlines.

    ·         Fluency in English and local languages (Dari/Pashto) is preferred
