About Qatar Red Crescent Society QRCS - Afghanistan

Qatar Red Crescent Society (QRCS) established in April 2014 in cooperation with the Afghan Red Crescent, the Qatar Red Crescent Society (QRCS) office in Afghanistan has been actively providing humanitarian aid in response to crises caused by war and natural disasters. Its activities include the distribution of food baskets, provision of shelter and heating kits, and the rehabilitation of social care centers. The office also supports education in remote areas by supplying educational materials and training teachers, in addition to improving access to clean water through well-drilling projects.

Job Description

Qatar Red Crescent – Afghanistan Office is seeking a qualified and experienced Finance Manager to lead and oversee the office's financial operations, budgeting, reporting, compliance, and audit activities.

Key Responsibilities

The Finance Manager will be responsible for:

  • Leading and managing all financial and accounting operations of the Afghanistan Office.
  • Preparing and monitoring annual budgets and project budgets.
  • Producing monthly, quarterly, annual, and donor financial reports.
  • Ensuring compliance with QRC financial policies, donor regulations, and internal controls.
  • Managing bank accounts, cash operations, financial reconciliations, and accounting records.
  • Coordinating internal and external audits and ensuring timely implementation of recommendations.
  • Monitoring project expenditures and financial performance.
  • Providing financial advice and support to management and project teams.
  • Supervising finance staff and supporting their professional development.

Job Requirements

Requirements:

  • Bachelor's degree in Accounting, Finance, or related field.
  • Professional certification (CPA, CMA, ACCA, or CIA) preferred.
  • Minimum 10 years of accounting experience, including at least 5 years in a supervisory or financial management role.
  • Experience with NGOs, humanitarian organizations, or donor-funded projects is an advantage.
  • Strong knowledge of financial reporting, budgeting, internal controls, and ERP systems.
  • Excellent English communication skills. Arabic would be an asset.
