POSITION OBJECTIVE
The Project Coordinator Finance will be Located at Project Cluster implementation Office [PCIO] Kabul and will be responsible for supporting the effective financial management of the project by ensuring compliance with donor requirements, AKF Afghanistan financial policies and procedures, and applicable financial regulations. The position assists in budget planning, financial monitoring, reporting, fund management, audit coordination, and provides financial support to project implementation teams to ensure efficient utilization of project resources in 6 provinces of Herat, Kabul, Ghazni, Logar, Nuristan and Kunar. The incumbent reports to the Senior Manager Project Implementation, PCIO Kabul and will be directly involved in the Financial Planning, transactions, reporting and compliances support to the 6 provinces.
JOB DUTIES AND RESPONSIBILITIES
Financial Management
• Assist in developing, reviewing, and updating project financial management procedures in line with donor requirements and organizational policies.
• Support the PMU Finance Specialist in the implementation of project financial management policies, procedures, and internal controls.
• Ensure compliance of project financial management systems and AKF Afghanistan's financial policies and procedures and recommend improvements where necessary.
• Monitor financial transactions to ensure they are accurate, complete, and compliant with applicable financial regulations and donor agreements.
• Coordinate financial management activities between the PMU, National Programme Office, Regional Offices, and Provincial Cluster Implementation Offices (PCIOs).
Budget Planning and Financial Monitoring
• Assist in preparing annual, quarterly, and life-of-project budgets, forecasts, and financing plans in accordance with the Grant Agreement and approved work plans.
• Monitor budget utilization and expenditure trends, identifying variances and recommending corrective actions where necessary.
• Support budget revisions and reallocations in consultation with the PMU Finance Specialist and project management.
• Assist in maintaining accurate budget monitoring tools and financial tracking systems.
Funds Management
• Ensure sufficient project funds are available at Provincial Cluster Implementation Offices (PCIOs) by preparing and submitting timely fund transfer requests.
• Monitor fund utilization and cash flow requirements to support uninterrupted implementation of project activities.
• Reconcile fund transfers and monitor outstanding balances to ensure efficient cash management.
Financial Reporting
• Assist in preparing periodic financial reports for project management, donors, and senior management.
• Develop and maintain financial reporting templates that meet donor reporting requirements and management information needs.
• Provide timely financial analysis and expenditure reports to support project decision-making and financial planning.
Coordination and Communication
• Coordinate with national, regional, and provincial finance staff on financial management matters throughout project implementation.
• Maintain close collaboration with Regional Offices and Provincial Cluster Implementation Offices to ensure smooth day-to-day financial operations.
• Provide technical guidance and support to field finance teams on financial procedures, budget implementation, and compliance requirements.
Audit, Compliance and Internal Controls
• Coordinate with Internal Audit, External Auditors, and Third-Party Monitoring (TPM) teams during financial reviews, spot checks, and project audits.
• Facilitate timely provision of financial records, supporting documentation, and responses to audit queries.
• Monitor implementation of audit recommendations and internal control improvements arising from internal audits, external audits, and TPM assignments.
• Review previous and current audit reports to ensure all audit findings and observations are appropriately addressed and resolved.
Third-Party Monitoring (TPM)
• Coordinate finance-related activities with Third-Party Monitoring (TPM) teams, including financial spot checks and verification exercises.
• Ensure timely submission of financial documentation requested during TPM assignments.
Project Support
• Assist the Finance Specialist in preparing financial reports and presentations required for project management and donor reporting.
• Support project teams in financial planning, expenditure forecasting, and compliance with approved budgets.
• Perform other finance-related duties assigned by the PMU Finance Specialist to support effective project implementation.
• To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
