Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

Job Description

The HR and Admin Assistant is responsible for managing day-to-day HR and administrative activities at the provincial level in accordance with ACDO policies and procedures. The position supports transparent recruitment processes, personnel record management, proper filing, and the effective implementation of HR and administrative functions.

Job Description:

  • Prepare staff requisition forms and announce vacancies in accordance with ACDO HR policies and procedures.
  • Receive, download, screen, and maintain applications; support the shortlisting and recruitment process.
  • Coordinate written tests and interviews, including scheduling candidates and communicating interview arrangements.
  • Inform the Security Unit in advance and provide candidate lists for recruitment activities.
  • Maintain employee leave records and monitor leave balances.
  • Prepare and maintain monthly staff attendance sheets and timesheets.
  • Maintain and update personnel files, HR records, and ensure all HR forms are properly completed.
  • Support employee onboarding, induction, contract management, probation follow-up, and staff exit procedures.
  • Assist the HR Manager with performance evaluations, staff development, and disciplinary processes in accordance with ACDO policies.
  • Prepare travel authorizations, mission letters, invitation letters, and mission reports.
  • Draft official letters, memos, reports, and other administrative correspondence.
  • Prepare meeting agendas, attendance sheets, and minutes of meetings.
  • Maintain inventory records, assign asset serial numbers, prepare goods receiving forms, and update asset registers.
  • Prepare vehicle logbooks and maintain administrative records.
  • Process stationery and utility requests and coordinate with relevant departments.
  • Support procurement activities related to office supplies, workshops, and meetings, including preparation of comparative quotations when required.
  • Maintain proper filing systems for HR and administrative documents in both hard and soft copy.
  • Prepare monthly and quarterly HR and administrative reports as required.
  • Ensure compliance with ACDO policies, procedures, and organizational regulations.
  • Perform any other HR and administrative duties assigned by the HR Manager or Supervisor.

 

Job Requirements

Qualifications:

  •  Bachelor’s Degree in BBA, Economic, law or any other relevant field 

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
  • Deadline-oriented
  • Sound HR and Admin skills and ability to prioritize and deliver assignments in a timely manner often
  • Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management.
  • Comprehensive knowledge of Afghanistan labor law
  • Excellent Interpersonal and communication skills
  • Excellent Supervisory, team worker, analytical, and troubleshooting skills
  • Flexibility to manage different tasks effectively and ability to work under pressure
  • Able to manage priorities, take initiatives and work without constant supervision
  • Strong experience in benefits & compensation administration (payroll)
  • Ability and willingness to travel to the project sites within Afghanistan
  • Honest, proactive and well mannered.

Language skills:

  • Fluent oral and written skills in English, Pashto and Dari
