As a cooperative partner of the United Nations and various international organizations, OHA focuses on implementing developmental and humanitarian projects primarily in the southern region of Afghanistan.

Job Description

Under the supervision of the Program Manager, The HR Manager provides leadership for planning, guiding and managing the overall provision of Human Resources services, policies, and programs for the OHA operations in Afghanistan. The HR Manager is responsible for providing strategic inputs to the Senior Management Team for managing HR processes in OHA Afghanistan. This involves managing hiring process, ensuring HR operating procedures are followed, devising staff compensation and benefit, and guiding managers for staff performance appraisal, employee relations and separation.  

Responsibilities:

  • Guide senior management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and reinforcing organization values.
  • Refine OHA’s HR procedures and systems from time to time in collaboration with the Senior Management Team, Program Manager and OHA’s General Director.
  • Implement and guide staff to understand HR policies as outlined in the OHA Employment Policies Manual and ensure staff compliance.
  • Liaise regularly with the OHA Senior Management Team for policy changes, salary, benefits etc.
  • Collaborate with other country HR teams to understand broader perspective before finalizing policies.
  • Collaborate with INGOs HR community to stay updated on common issues.
  • Provide HR information as required by Government authorities, donors and partners.
  • Manage separations amicably.

Strategic Planning

  • Develop organization strategies by identifying human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
  • Implement human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention.

Talent Acquisition and Staffing

  • Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff.
  • Planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation.
  • Manage high volume of staff hiring within time frame, orient new hire and communicate periodically with the hiring managers

Operating & Financial Responsibility

  • Conduct market survey and suggest appropriate fringe benefits as per industry norms and the statute. Continue to refine benefits package as per programs budget and the development sector norms. 

Performance Improvement Responsibility

  • Identify potential staff for promotion, adjustment, revising roles and responsibilities to attain employee engagement.
  • Guide Managers to manage staff motivation and productivity of staff resulting staff retention.
  • Identify and provide solutions for employee relations issues.
  • Identify and assess training and development needs of employees;

Supervisory Responsibility

  • Supervise HR Coordinator and Officers for handling recruitments; employee records; time sheets; update database, employee separation and other jobs.
  • Guide HR staff to ensure personnel files are kept up to date and confidentiality maintained at all times.
  • Identify potential talent and build capacity of HR staff to handle higher level of job.
  • Guide HR staff to understand and implement policies, build their capacity to perform their duties accurately, timely and gracefully.

Job Requirements

·         Minimum bachelor's degree (Masters's are preferred) in relevant sectors (BBA, Human Resources, Public Administration and Policy, Business administration) or Economics)

·         Minimum of 5-7 years’ experience in Human Resources Management with experience in an international NGOs.

·         Ability to write concisely and clearly and to communicate professionally to staff of all levels and instill a relationship of trust.

·         Able to work independently on multiple tasks.

·         Ability to establish and maintain effective working relationships with all staff and ensure confidentiality.

·         Ability to take initiative to anticipate and resolve problems. Willingness and flexibility to work on a wide range of tasks.

·         Ability to handle a variety of assignments under pressure of deadlines. Ability to travel within Afghanistan as and when required.

·         Language Requirement: Proficiency in speaking, writing and reading English and Pashto/Dari.

·         Computer literacy (MsOffice Packages such as Word, Excel & Power-Point)
