Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of Islamic Republic of Afghanistan with the registration #762. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

Job Description

Main duties and responsibilities:

The Project Manager will lead the planning, implementation, coordination, monitoring, and reporting of project activities while ensuring compliance with donor requirements and organizational policies

  •       Lead the planning, implementation, and successful delivery of the project, ensuring activities are completed on time, within budget, and in line with project objectives.
  •         Develop, implement, and monitor project work plans, schedules, and performance indicators while identifying and addressing implementation risks and challenges.
  •       Coordinate with government authorities, NGOs, Organizations of Persons with Disabilities (OPDs), community leaders, and other stakeholders to strengthen partnerships and ensure effective project coordination.
  •         Provide technical leadership to integrate disability inclusion, inclusive livelihoods, rehabilitation, social protection, gender equality, safeguarding, and protection principles across all project interventions.
  •        Oversee project budgets, procurement, logistics, and resource utilization, ensuring compliance with organizational policies, donor regulations, and financial procedures.
  •        Lead project monitoring, evaluation, data collection, documentation, and reporting, including the preparation of high-quality donor reports, progress reports, and success stories.
  •        Supervise, mentor, and evaluate project staff, fostering teamwork, accountability, professional development, and full compliance with safeguarding, PSEA, disability inclusion, and protection standards.

Job Requirements

Education and Qualification

  •       Bachelor's degree in: Social Sciences, Disability Studies, Rehabilitation Sciences or another relevant discipline
  •        Minimum 5 years of experience managing disability inclusion, rehabilitation, or livelihood programmes in Afghanistan.
  •       Experience implementing donor-funded development or humanitarian projects.
  •        Previous experience managing UNDP or other UN-funded projects.
  •        Experience working with persons with disabilities and Organizations of Persons with Disabilities (OPDs). Strong experience in project planning, budgeting, monitoring, and reporting.

Language Requirements

  •       Fluency in Pashto and Dari (spoken and written).
  •       Good working knowledge of English (spoken and written).

Computer Skills

  •        Microsoft Office (Word, Excel, PowerPoint, Outlook)         \
  •      Internet and email applications 
  •         Experience with project management and reporting tools is an advantage.
