Job Summary
The Medical Doctor (MD) is responsible for overall management of the service delivery and activities by the Health Facility (HF), including Primary Health Care (PHC), Reproductive, Maternal, Child, Neonatal, and Adolescent Health (RMNCAH), Immunization, Public Nutrition, Mental Health and Psychosocial Support (MHPSS), disability inclusion, health education, and safer programming. Also, supervision of all the activities of the HF, provision of technical support to health providers, and ensuring provision of the services as per the standard treatment protocols and project scope. Establishment of all the committees of the health providers as per the BPHS guidelines and ensure the committees hold regular meetings; meeting minutes developed and recorded. Ensure the activity plans are developed, targets for all types of services are set and achievement is tracked as per the standard guidelines. Lead preparation of the HFs reports as per the HMIS, CARE reporting, and donor requirements and ensure their accuracy and timeliness. Supervision of the performance of all the staff of the health facility, their capacity building, and provision of on-time constructive feedback. As health facility in-charge, the medical doctor is also responsible for CBHC (community-based health care) program-related activities at health posts level within the catchment area, close follow-up of performance, reporting and regular communication with CHWs, FGAGs and HP level health committee members and target communities. He/she is also responsible for making sure that HF level operation & maintenance activities, supply of medicines, medical supplies, equipment, CHWs and other project-related requirements are reported on time, requested, received and properly prescribed and distributed by relevant staff. Organizing regular HF and HP health committee meetings, reporting and addressing the agreed action points and feedback remain the HF in-charge key responsibility. He/she is accountable to make sure that different HF services related to management and technical guidelines, policies, protocols and quality tools are implemented within individual staff scope of work and according to the organization, donor and Ministry of Public Health recommendations. Moreover, engagement with local communities, trust building, and management of any local-level conflicts with community or clients within his potential and assigned authority.
The health facility doctor is bound to deliver quality OPD services to all clients using proper reporting and documentation (HMIS tools & organization/donor recommended formats) including patient history, physical examination, prescription of required medicines, health education and proper counseling of patients and clients, and referral of complicated and severe cases.
Primary Clinical Duties – OPD Services
The Medical Doctor is primarily responsible for delivering timely, high-quality outpatient department (OPD) services to all clients, including men, women, and children, in accordance with Ministry of Public Health (MoPH) guidelines and standard treatment protocols. This includes conducting thorough patient history taking, performing appropriate physical examinations, making accurate diagnoses, and prescribing essential medicines. The Medical Doctor also provides comprehensive health education and counseling to patients and caregivers, recommends necessary diagnostic tests, and ensures timely referral of severe and complicated cases to higher-level facilities.
Health Facility Management and Service Oversight
The Medical Doctor is responsible for the overall management of the health facility, including planning, supervision, provision of feedback, administrative functions, and day-to-day operational activities. The MD ensures that all service units—such as reproductive health services provided by the community midwife, public health nutrition services delivered by nutrition counselors and nurses, psychosocial support by counselors, immunization services by vaccinators, and community-based healthcare services through the Community Health Supervisor and network of Community Health Workers—are delivered in accordance with relevant national guidelines and standards. The MD is accountable for ensuring that all services are provided with high quality of care, in a timely manner, and without any form of delay or discrimination to all clients.
Reporting, Data Management, and Quality Assurance
The Medical Doctor, as the Health Facility In-Charge, is responsible for ensuring timely and accurate reporting of all health facility activities and services, including proper maintenance and review of medical records. The MD ensures data quality through regular verification processes, active involvement of relevant staff, and timely corrective actions when needed.
The MD is also accountable for enforcing standard infection prevention (IP) and healthcare waste management (HCWM) practices across the facility, ensuring the availability and proper use of required tools, guidelines, and supplies. Furthermore, the MD ensures that all health facility-based committees—such as the HMIS, Infection Prevention (IP), Health Quality Improvement (HQIP), EPI, CBHC, and SRHR committees—are properly established, functional, and operating in accordance with their terms of reference, with regular meetings, documentation, and reporting.
Coordination and Communication
The Medical Doctor maintains close working coordination with all health facility staff and ensures regular communication with Community Health Workers (CHWs) and local community representatives, including Health Facility and Health Post Health Committee members. The MD also coordinates closely with the project supervisor and sub-office to ensure the timely supply and availability of essential medicines, consumables, kits, equipment, vaccines, reporting tools, and other operational and facility support items required for smooth service delivery.
