YAAR works across multiple sectors including protection, WASH, health, education, women’s empowerment, and emergency response.
Job Description
Purpose
Under the direct management and supervision of the Provincial Project Manager and the BPHS/EPHS Program Coordinator, the CEP Technical Supervisor will provide technical and managerial support to the provincial CEP team (CEP Officers, CEP Social Mobilizers, and Volunteers). The incumbent will be responsible for supporting the planning, coordination, implementation, monitoring, reporting, and evaluation of integrated Community Engagement and Participation (CEP) and Accountability to Affected Populations (AAP) activities.
Main Duties and Responsibilities
- Provide technical oversight and management support for the planning, coordination, implementation, monitoring, reporting, and evaluation of integrated CEP programme activities.
- Ensure the quality implementation and effective facilitation of CEP and AAP activities at community, district, and provincial levels.
- Plan, coordinate, and oversee capacity-building training activities for CEP/AAP staff, including Social Mobilizers and community structures at district and provincial levels.
- Participate in provincial coordination meetings related to CEP/AAP, Health, Nutrition, Education, WASH, Child Protection, and Emergency Response activities.
- Ensure YAAR and donor visibility and branding requirements are maintained across all project interventions.
- Support emergency preparedness and response activities at the field level and conduct monitoring visits to project sites using standardized monitoring tools, forms, and checklists.
- Provide technical and operational support to the CEP team in the areas of evidence generation, social listening, community feedback mechanisms, and Risk Communication and Community Engagement (RCCE) interventions focusing on Health, Nutrition, and WASH.
- Organize and facilitate monthly CEP coordination meetings with CEP staff, community structures, and relevant provincial stakeholders.
- Identify and document human-interest stories, success stories, and lessons learned from CEP interventions.
- Support the distribution and proper utilization of Information, Education, and Communication (IEC) and Behavior Change Communication (BCC) materials and supplies.
- Liaise and coordinate with national and international NGOs, program partners, and local authorities to strengthen integrated CEP program interventions.
- Conduct regular field visits to project sites to ensure the effective and timely implementation of CEP/AAP activities in accordance with the approved project work plan.
Job Requirements
Required Education Level:
- Advanced university degree in one of the following fields:
- Social Sciences
- Public Administration
- Public Health
- Sociology
- International Relations
- Or another relevant technical field.
Minimum Professional Work Experience Required:
- 5–7 years of progressively responsible professional, technical, and management experience in humanitarian relief operations, social and behavior change interventions, or community engagement and participation activities within humanitarian programs.
Language Requirements:
- Ability to read, write, and speak Pashto, Dari, and English fluently.
Required Skills:
- Excellent computer literacy skills, including proficiency in Microsoft Office 365 and Office applications (Excel, Word, PowerPoint, Outlook, and other relevant software programs).
- Strong public speaking, facilitation, and communication skills.
- Demonstrated knowledge and skills in documenting activities, including writing articles, programmatic reports, success stories, and narrative project reports.
- Proven ability to manage teams and multiple tasks effectively in a results-oriented manner under demanding working conditions and tight deadlines.
