Rural Rehabilitation Association for Afghanistan (RRAA) established in 1990 and registered with the Ministry of Economy of Afghanistan under registration number 50 as a non-profit, non-governmental, and non-political organization based in Kabul, Afghanistan. RRAA is a member of ACBAR and AHF/OCHA and delivers humanitarian and development services through four regional offices in the North, Central, East, and West. RRAA operates in the sectors of Rural livelihoods, local Governance, WASH, Humanitarian Emergency Response.
Job Description
Core Accountability & Responsibilities
Finance
- Receive Payment Request / Transfer Request and review the supporting documents and complete the charged codes
- Record incoming & outgoing bank transfer and cash in accounting system
- Monthly Bank and Cash Books closing and reconciled every month with RRAA HQ Finance team
- Reviewing of the bills and ensure timely payment Seek appropriate review and approval on every Payment Request
- Prepare monthly financial statements, cash flow statements bank reconciliation statements
- Allocate and transfer funds on time and accurate manner to the project implementation
- Maintaining cash/bank books and posting accounting data into the system (Quick Book)
- Manage Staff Salary, leases, and subcontractor payments on schedule.
- Manage cash flow and prepare financial documents and vouchers according to financial standards and donor requirements.
- To forecast and monitor expenditures of the project and communicate results with RRAA Finance Manager.
Administrative
- Manage all Human Resources tasks, including recruitments, and staff capacity building
- Ensure all personnel files in the province or regional office are complete and updated regularly.
- Organize and manage office supplies, kitchen supplies for the project office.
- Manage project fleet and vehicles. Make sure logbooks are available for each vehicle, gate pass are issues and vehicle movements are supervised and controlled.
- Understand the HR policy and make sure staff follow the rules and regulations
Sub Activities and responsibilities
Finance
- Bank and Cash books updated weekly and share to the RRAA HQ Finance team
- Plan and organize and liaise project need and purchases in close coordination & collaboration with Provincial Manager
- Review monthly expenses vs. budget and analyze variances and monitor according to the budget
- Preparing and preserving files, registers and other important supporting documents and files.
- To perform any other activity as directed by supervisor/line manager
- Work with the Finance Main Officer to ensure that all donor related information is disseminated to project and logistics staff to enable them to abide by donor rules and regulations in coordination with project staff to prepare and regularly update the spending plan.
- Preparation and maintenance of the Project Budget to ensure data is complete and maintained on a timely basis.
- Reconcile and cross check financial data in financial software QuickBooks, run complex financial reports, and prepare basic management information records.
- To review budget and actual expenses and forecasting results on an on-going basis and communicating status to project manager on time.
Administrative
- Participate in the interview and test when required.
- Take part in staff capacity building and ensure training opportunities shared by HO are utilized.
- Develop, track, record and report generators fuel usage, equipment, and maintenance in close collaboration with Logistics / procurements and ensure smoothly operations equipment and tools at the project office.
- Supervises and manages the on-site IT issues through IT service provider, manage and organize office facility management, kitchen, and auxiliary staffs.
Job Requirements
- Bachelor’s degree in finance, ACCA/CPA/ or MBA preferred or any other relevant studies
- Minimum 4 years of experience in relevant position.
- Good problem-solving skills, practical and attentive to details.
Excellent Skill required organizational and interpersonal skills.
- Skill, QuickBooks, ERP/Odoo, Excel spreadsheet etc.
- Ability to work under pressure and meet deadlines
- Fluency in languages: Pashto, Dari, and English.
- Strong Accountancy skills.
- Ability to travel to target areas / provinces/ districts.
- Ability working with team, and should have strong communication skills for interpersonal, ethical, cultural, and environmental understanding
