About TLO

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

Background:

The Provincial Coordinator will report directly to Education Portfolio Manager, lead and oversee the implementation of education project activities at the provincial level. He/ She will manage the daily operations, including monitoring, field staff supervision, community engagement, and coordination with local education authorities. They will be responsible for ensuring that project objectives are met according to the established timeline and budget while maintaining high standards of quality and accountability.

Duties and responsibilities:

The Provincial Coordinator will undertake the following responsibilities but not limited to;

  • Oversee and ensure timely and effective implementation of project activities in alignment with project objectives and work plans.
  • In charge of overseeing and supervising all employees, operations, and activities at the provincial level.
  • Develop monthly and quarterly work plans, set targets, and monitor progress towards project goals.
  • Supervise, mentor, and support the field staff, ensuring they have the necessary tools and training to conduct their roles effectively.
  • Promote positive work environment that supports staff well-being, teamwork, and professional development.
  • Establish and maintain relationships with provincial education authorities, community leaders, school management, and other key stakeholders.
  • Represent the project in provincial-level meetings and workshops with local authorities, NGOs, and community groups.
  • Collaborate with other education partners to ensure alignment and avoid duplication of efforts.
  • Coordinate with the M&E team to implement data collection and assessment tools, ensuring data accuracy and relevance.
  • Regularly review and assess the effectiveness of project activities, adapting strategies and tools as necessary to achieve optimal outcomes.
  • Prepare and submit regular reports, including progress reports, challenges, and success stories.
  • Ensure project expenses are in line with the budget, maintaining financial records as per organizational policies.
  • Approve and oversee provincial-level expenditures, procurement, and inventory management.
  • Promote and uphold safeguarding principles within the team and the broader project environment.
  • Ensure all staff and community interactions are in line with the organization’s safeguarding policies and code of conduct.
  • Report any safeguarding issues or concerns in a timely manner to the designated focal point.
  • Report safeguarding concerns immediately following organizational protocols, and proactive in respect to child protection policy, PSEA and code of conduct.
  • Regular travel within the province to project sites and occasional travel to regional or national offices for training and coordination.
  • Any other tasks assigned by line supervisor.

Job Requirements

Job requirements:

  • Bachelor’s degree in education, Social Sciences, Public Administration or a related field. A master’s degree is an advantage.
  • Proven ability to lead and manage a team in a challenging, field-based environment.
  • Strong understanding of the Afghan education system, local cultures, and socio-political dynamics.
  • Excellent communication and interpersonal skills, along with strong organizational skills and attention to detail.
  • At least 5-10 years of experience in project management or coordination, ideally within the education sector in Afghanistan or similar settings.
  • Ability to work collaboratively in a multicultural environment.
  • Ability to work independently and as a team player.
  • Proficiency in local languages and English, plus proficiency in Microsoft Office and other relevant software.
