Job Description

Purpose of the Position

To lead ASLO’s WASH and Disaster Risk Reduction programs, ensuring effective management, high-quality implementation, and the strengthening of community resilience and emergency preparedness.

Key Responsibilities

  • Lead and manage all WASH and DRR programs in alignment with organizational policies and donor requirements.
  • Design, implement, and monitor WASH and DRR projects, ensuring quality and timely delivery.
  • Coordinate with WASH cluster partners, humanitarian actors, government ministries, and local authorities.
  • Register new projects and assets with the Ministry of Economy and other relevant government institutions.
  • Prepare, submit, and follow up on technical, programmatic, and financial reports to donors and government authorities.
  • Develop new proposals, project concepts, and funding opportunities in WASH and DRR sectors.
  • Oversee project implementation from 1 to 40 projects simultaneously, ensuring adherence to policies, standards, and quality.
  • Manage and mentor the WASH and DRR team, enhancing staff capacity and performance.
  • Travel to provinces to supervise projects, coordinate with local authorities, and ensure timely reporting.
  • Ensure compliance with PSEA, Child Protection, Health & Safety, and other ASLO organizational policies.
  • Serve as ASLO’s official liaison in all WASH and DRR matters with donors, government, and partner organizations.

Actively engage in securing funding from national and international donors to maintain continuous sector activity.

Job Requirements

  • Master’s or PhD in Environmental Engineering, Civil Engineering, Public Health, or related field.
  • Minimum 12 years of experience in WASH, DRR, or related program management.
  • Proven experience working with NGOs, INGOs, or government institutions.
  • Strong knowledge of donor and government reporting requirements.

Skills & Competencies

  • Excellent leadership, management, and team supervision skills.
  • Strong proposal writing, reporting, and project planning abilities.
  • Advanced coordination and negotiation skills with donors and government authorities.
  • Ability to manage multiple projects and meet deadlines efficiently.
  • Professional problem-solving skills and capacity to handle field challenges.

Language Requirements

  • Advanced English, Dari, and/or Pashto (spoken and written).
