Job Description

Scope of Work:

She will be responsible for effective and quality Reproductive health services in compliance with the MdM and RH/MOPH standards and through effective coordination with RHD/MOPH, overseeing and implementing reproductive health activities in MdM HFs in Wardak Province, and attending all RH-related coordination meetings with relevant stakeholders.

KEY DUTIES AND RESPONSIBILITIES:

She should spend 80% of her time in the field/health facilities will be responsible for the following SRH activities under the direct guidance of the MdM SRH Advisor and project manager.

  • Technically leading the implementation of SRH services, including Antenatal Care, Skill birth attendance, Postnatal Care, family planning, treatment of STIs, complications of deliveries, referral to higher level services, etc.
  • Ensure effective and quality implementation of programs and services of comprehensive Reproductive health services (RH) through the supported Health Facilities.
  • Contribute in developing a referral system, including follow-up for SRH care, rights, and support for survivors and undertake periodic reviews.
  • Undertake regular reviews and supervision visits to ensure adherence to quality standards in the delivery of reproductive health services as per MdM’s Service Delivery Guidelines.
  • Contribute in developing training materials RH for service providers and counselors.
  • Provide program guidance and support to the clinic and project staff.
  • Undertake/facilitate capacity building exercises and on the job trainings for clinical and non-clinical staff on quality of care, infection prevention, reproductive health care, PAC, and any other area suggested by the staff members.
  • Prepare the progress report monthly and submit it to the line manager
  • Assist the CHW trainer in organizing educational programs and service sessions in the outreach areas of the Project.
  • Ensure proper coordination of service delivery with the Provincial Public Health Directorate of the Ministry of Public Health (MOPH), related UN and other agencies at the provincial level.
  • Implement quality improvement standards related to the SRH domain in the supported Health Facilities and develop an action plan for Health Facilities to address the identified gaps and shortfalls.
  • Conduct regular supportive supervisory visits from the MdM-supported Health Facilities, community health workers (CHWs) in the province regularly.
  • Conduct need-based SRHR training for service providers (MDs, Midwives, and counselors).
  • Contribute in preparation of a periodic report of the MdM program and submit it to PPHD as required.
  • Participate and attend workshops/training at the provincial level, representing MdM.
  • Participate in coordination meetings and task forces in PPHD, other agencies at the provincial level.
  • Any other program-related tasks assigned by the project manager or SRH advisor from time to time.

Job Requirements

Education

  • Bachelor’s degree or diploma in Midwifery from a recognized institution (required)
  • Gynecology/Obstetrics can also apply.

Experience

Minimum 10 years of experience in midwifery and SRH services

Proven experience in:

Technical leadership & quality of care:

  • Proven ability to ensure and improve quality of care through continuous quality improvement approaches, informed choice, and respectful care grounded in sound public health principles and logic.
  • Proven experience in public health programs, particularly SRH.
  • Demonstrated strong technical expertise in Reproductive Health and Rights, service delivery standards, protocols, and quality of care.
  • Proven Experience in supervisory or management roles.

Program implementation:

  • Experience in establishing and strengthening referral pathways between health, protection, and psychosocial support services.
  • Ability to identify SRH settings and provide first-line support, including psychological first aid and appropriate referral.

Capacity building & mentorship:

  • Ability of designing and delivering capacity-building initiatives, including trainings, workshops, and on-the-job coaching for related health facility staff.

Coordination & representation:

  • Demonstrated experience in coordinating with government entities and other NGOs to support effective program implementation and represent the organization in technical working groups, coordination meetings.
  • Experience working with NGOs and MoPH systems is highly desirable.

Monitoring, reporting, and use of indicators:

  • Proven ability to collect, analyze, and interpret data to inform program planning, decision-making, and quality improvement
  • Strong understanding of community-based approaches, including community engagement and feedback mechanisms.
  • Monitor the SRHR activities implemented by the partner organization (OPHCD), which operates a Mobile Health and Nutrition Team (MHNT) in Maidan-Wardak with funding from MdM.
