Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul and is currently working in four provinces: Badakhshan, Samangan, Ghor, and Daykundi. We also work through partners in nine others: Herat, Faryab, Jawzjan, Sar-i-Pul, Balkh, Bamyan, Takhar, Khost and Paktia. For 4 decades, Afghanaid has developed its thematic expertise and the capacity of its staff in correspondence with the evolving needs of the country, international best practice, and opportunities for innovation. Our work supports four pillars of sustainable development: providing basic services; strengthening sustainable livelihoods and food security; adapting to climate change and reducing disaster risk, and emergency humanitarian assistance. Afghanaid is implementing the Climate Change Adaptation and Rural Livelihoods (CARL) Project in four provinces of Afghanistan to build the resilience of rural Afghan communities and households against the adverse impacts of climate change and natural disasters. The CARL project aims to build the adaptive capacities of the communities through various interventions such as integrated Watershed Management (IWM) and Ecosystems-based Disaster Risk Reduction (Eco-DRR), strengthening the capacity of communities in disaster response, improving skills and knowledge within communities to enhance climate resilience rural livelihoods, promoting sustainable agriculture practices, water management strategies, and disaster risk reduction measures. By implementing the CARL project, Afghanaid strives to create a sustainable and resilient future for the rural communities in the targeted provinces.
Job Description
- Develop proposals, engineering designs, and plans to build the infrastructures under the CARL project.
- Verify and thoroughly check engineering documents (BOQs, Drawings, specifications and standards) and as well as the construction material of the infrastructures under CARL project.
- Implement quality assurance and quality control plans, to ensure the construction work meet the required standards, and report their findings to the project management.
- Determine field changes, design engineering changes, and non-conformances and report to the project management on time and with provision of technical guidance.
- Ensure compliance with all health and safety standards in the project sites during the construction work.
- Ensuring adequate technical oversight, including assessing the impact of engineering interventions on habitats, is provided in site selection, survey and feasibility of the proposed sub projects/construction activities before finalization of the proposals.
- Negotiating with suppliers and vendors to ensure quality implementation of their contracts.
- You are responsible to ensure that high-quality construction work is being carried out in the construction of communal storage infrastructures and small irrigation system in the project by conducting daily visits and continuous monitoring and maintenance of quality assurance standards, work methods, processes and operations and reporting progress as required.
- Assist the watershed coordinator in the design and implementation of DRR and soil water conservation measures.
- Assist the project team in implementation of skill training in masonry and gabion net weaving.
- Providing technical assistance to skilled labour, and community people during the project implementation.
- Ensuring that the construction of infrastructures under CARL project is completed on time and within budget.
- Take corrective actions where the quality of materials delivered to site do not meet the specification requirements and prepare detailed reports on deliveries made to sites.
- Prepare progress reports on construction activities, according to the agreed timeframe of works and submit them to the line manager.
- Maintain records systematically, compile periodic reports and any specific reports required for the project.
- Perform any additional tasks as and when assigned by the line manager.
Job Requirements
Education & Professional Qualification
Bachelor’s degree from a well-recognized University in civil engineering.
Work Experience
Experience of at least 4 years in designing and implementing construction projects with national or international organizations is required. Familiarity with designing and implementing communal storage infrastructures and irrigation structures is an asset.
