Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

 

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

 

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Description

The Site Foreman supports the Shelter Engineer in the day-to-day supervision and monitoring of shelter repair, upgrade, and transitional shelter construction works under Packages A, B, and C. The role ensures that construction activities undertaken by households and hired labour follow the agreed Scope of Works, meet minimum safety and quality standards, and align with Build Back Better (BBB) principles. The Site Foreman provides practical, on-site technical guidance and ensures that milestone-based cash instalments are linked to verified physical progress.


 

2️ Key Duties & Responsibilities

A. Daily Site Supervision

  • Conduct regular site visits to households receiving shelter support.
  • Monitor construction progress against approved Scope of Works.
  • Provide hands-on guidance to households and hired labour.
  • Ensure works follow agreed construction sequence and technical specifications.
  • Identify construction errors early and advise corrective action.

 

B. Quality Control & Milestone Verification Support

  • Support the Shelter Engineer in verifying milestone completion prior to cash tranche release.
  • Check that materials procured by participants are:
    • As per BoQ
    • Of acceptable quality
    • Properly installed
  • Monitor:
    • Wall reinforcement
    • Roof installation and repairs
    • Door and window installations
    • Plastering and weatherproofing works
    • Drainage improvements
  • Flag structural safety concerns immediately to the Shelter Engineer.

 

C. Transitional Shelter Construction Support (Package A)

  • Support supervision of Transitional Shelter construction in Adraskan.
  • Ensure households follow approved design specifications.
  • Monitor correct implementation of:
    • Foundations
    • Structural framing
    • Roof systems
    • Seismic safety elements

Assist in ensuring construction milestones are achieved before tranche disbursement.

 

D. Build Back Better Promotion

  • Reinforce practical BBB techniques on-site, including:
    • Lateral restraint improvements
    • Reinforcement of door/window openings
    • Improved roof anchoring
    • Surface water drainage improvements
  • Promote safer construction practices during daily supervision.
  • Ensure households understand why technical measures are required.

 

E. Support to Vulnerable & Disabled Households

  • Assist vulnerable households who lack construction capacity.
  • Support implementation of accessibility modifications (ramps, levelling, handles, partitions).
  • Coordinate with Community Mobilisers to identify households needing additional support.

 

F. Documentation & Reporting

  • Maintain daily site supervision records.
  • Document progress with photos (before, during, after).
  • Report progress and concerns to the Shelter Engineer.
  • Assist in preparing completion verification checklists.

 

G. Community Engagement

  • Communicate clearly with beneficiaries about:
    • Expected quality standards
    • Construction timelines
    • Milestone expectations
  • Reinforce transparency in labelled cash usage.
  • Promote safe working practices at construction sites.

 

3️ Key Performance Indicators (KPIs)

  • Performance will be measured against:
  • % of assigned households receiving regular site supervision.
  • % of works completed according to approved Scope of Works.
  • Timely reporting of structural or safety concerns.
  • Accuracy of milestone verification support.
  • Reduced instances of rework due to poor workmanship.
  • Beneficiary satisfaction with on-site guidance.
  • Zero tolerance for unsafe construction oversight.

Job Requirements

Qualifications & Experience

Education

  • Diploma or technical certification in Civil Engineering, Construction Technology, or related field.
  • Equivalent field-based construction experience may be considered.

Experience

  • Minimum 3 years of experience in construction supervision.
  • Experience in:
    • Shelter repair and upgrade works
    • Masonry construction
    • Roofing systems
    • Field-based quality control
  • Previous experience in humanitarian shelter programming preferred.
  • Experience working in seismic-risk environments desirable.

Technical Skills

  • Strong practical knowledge of:
  • Masonry construction (mud brick, fired brick, concrete block)
  • Roofing systems (timber, steel beams, precast)
  • Plastering and weatherproofing
  • Basic structural safety principles
  • Ability to read and follow BoQs and Scope of Works.

Soft Skills

  • Strong field presence and communication skills.
  • Ability to provide practical coaching to labourers.
  • Problem-solving under field constraints.
  • Integrity and accountability.

 

5️ Reporting Lines

  • Reports directly to: Shelter Engineer
  • Coordinates with:
    • Community Mobilisers
    • MEAL staff (during monitoring visits)
  • Does not hold financial authority over cash disbursement.

 

6️ Duration & Level of Effort

  • Full-time, field-based position.
  • Contract duration aligned with project lifecycle (May 2026 – January 2027).
  • Extensive travel within target villages.
