About Tashabos Educational Organization (TEO)

Established in December 2010, the Tashabos Education Organization (TEO) is a Kabul-based, Afghan-led nonprofit and nongovernmental organization dedicated to empowering youth and women through education, entrepreneurship, and civic engagement. Officially registered with the Ministry of Economy, TEO equips high school students—particularly those in Grades 10–12—with practical knowledge and skills in entrepreneurship, market economics, leadership, responsible citizenship, and good governance.

TEO evolved from a successful initiative of the Center for International Private Enterprise and has received support from the National Endowment for Democracy. The organization operates across Kabul, Nangarhar, Parwan, and Bamyan provinces, working in close coordination with national institutions including the Ministry of Education, the former Ministry of Women's Affairs, the Ministry of Industry and Commerce, the Afghanistan Women Chamber of Commerce and Industries, and the Afghanistan Chamber of Commerce and Industries.

Certified by the Afghanistan Institute for Civil Society and a member of the Agency Coordinating Body for Afghan Relief and Development, TEO demonstrates strong governance and institutional sustainability. Job Descriptions:

Job Purpose

The Construction Engineer is responsible for planning, supervising, and ensuring the quality implementation of education infrastructure projects (including school construction and rehabilitation) in compliance with:

  • Approved engineering designs and BoQs
  • National building codes and safety standards
  • Donor regulations (including GPE requirements)
  • Environmental and social safeguards
  • TEO internal procurement and financial procedures

The position ensures that infrastructure outputs are delivered on time, within budget, and according to required quality standards while maintaining accountability and transparency.

Job Requirements:

Key Responsibilities

A. Technical Oversight & Quality Assurance

  • Review and validate engineering designs, drawings, and technical specifications.
  • Ensure all construction works comply with approved BoQs and design standards.
  • Supervise contractors and site engineers to ensure quality workmanship.
  • Conduct regular site visits and document progress through field reports.
  • Ensure compliance with national construction codes and safety regulations.
  • Monitor implementation of environmental and social safeguards.
  • Verify quantities and certify completed works before payment.
  • Any other task given by the supervisor.

B. Project Planning & Implementation

  • Develop detailed construction implementation plans and work schedules.
  • Monitor project timelines and ensure milestones are achieved.
  • Track contractor performance and enforce contractual obligations.
  • Support procurement processes by reviewing technical specifications and bid evaluations.
  • Assist in preparation of variation orders when required (with justification and approval).

C. Budget Monitoring & Financial Control

  • Monitor infrastructure budget utilization and cost efficiency.
  • Review contractor invoices and certify payments based on verified progress.
  • Provide technical input into financial forecasts related to construction activities.
  • Ensure value for money principles are applied in project implementation.

D. Reporting & Documentation

  • Prepare weekly, monthly, and quarterly progress reports.
  • Maintain proper documentation including:
    • Site visit reports
    • Progress certificates
    • Quality control checklists
    • Handover documentation
  • Support audit processes by providing technical documentation when required.

E. Coordination & Stakeholder Engagement

  • Coordinate with local authorities, School Management Committees (SMCs), and community representatives.
  • Participate in donor monitoring visits when required.
  • Facilitate handover of completed facilities to relevant authorities.
  • Ensure community engagement and accountability mechanisms are respected.

F. Safety & Compliance

  • Ensure contractors implement occupational health and safety (OHS) measures.
  • Ensure child safeguarding standards are upheld at construction sites.
  • Monitor adherence to anti-corruption and procurement integrity standards.
  • Report any risks, delays, or compliance concerns to the Program Manager.

Technical Competencies

  • Strong ability to read and interpret engineering drawings and specifications.
  • Knowledge of Afghan building codes and construction regulations.
  • Experience in quality control and site supervision.
  • Budget monitoring and cost-control knowledge.
  • Proficiency in MS Office (Excel, Word).
  • Familiarity with AutoCAD is an advantage.

Languages

  • Fluency in English (written and spoken).
  • Fluency in Dari and/or Pashto.
