Job Descriptions:

Objective

The HSE Officer is responsible for planning, implementing, and overseeing all Health, Safety, and Environmental (HSE) systems and activities to ensure safe, compliant, and environmentally responsible exploration and mining operations in accordance with national regulations and international HSE standards.

 

Key Responsibilities

  • Develop, implement, and continuously improve HSE policies, procedures, and plans in line with national legislation and international best practices applicable to cement exploration and mining projects.
  • Implement HSE management plans across all mining and exploration activities and conduct regular inspections of work sites, equipment, drilling operations (drilling, trenching, test pitting), and related field activities.
  • Identify, assess, document, and manage operational hazards and risks, and recommend immediate and preventive control measures.
  • Plan and deliver induction and refresher HSE training programs for all project personnel and contractors.
  • Ensure workforce awareness and compliance with emergency response procedures, safe work practices, and proper use of Personal Protective Equipment (PPE).
  • Investigate, analyze, and document incidents, accidents, near-misses, and abnormal events arising from exploration and mining operations.
  • Prepare detailed incident investigation reports and provide corrective and preventive action recommendations.
  • Ensure full compliance with national HSE laws, environmental regulations, and internal company HSE policies and standards.
  • Maintain accurate and systematic records of HSE inspections, training activities, incident reports, and compliance documentation.
  • Supervise effective waste management practices (solid and liquid), pollution prevention measures, and protection of soil, water, and surrounding environments.
  • Implement environmental management and monitoring programs during exploration and mining activities.
  • Participate in daily and weekly planning meetings to integrate HSE requirements into operational work plans.
  • Oversee the provision, distribution, and correct use of Personal Protective Equipment (PPE) across all project activities.
  • Act as the primary point of contact for all HSE matters with government regulatory bodies.
  • Liaise with contractors and subcontractors to ensure their HSE plans and performance align with project standards.

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Environmental Engineering, Mining Engineering, or a related discipline (Master’s preferred).
  • Minimum 4 years of relevant HSE experience in mining or industrial projects.
  • Demonstrated experience in managing HSE systems within exploration and mining operations.) National and international HSE certifications are considered an advantage (
  • Proficiency in MS Office applications and familiarity with HSE reporting and management systems.

  • Ability to develop a plan and defining clear Health, Safety, and Environmental (HSE) policies for the exploration process and the mining operation phase through to final product production.
  • Strong leadership, communication, and training delivery skills.
  • High level of analytical thinking and attention to detail.
  • Ability to assess and manage HSE risks under emergency and field-based conditions.
  • Capability to work independently and make sound decisions in challenging operational environments.
  • Solid understanding of mining operations and associated HSE risks.
  • Ability to prepare clear and professional weekly, monthly, quarterly, and annual HSE reports.
