Job Summary

The Nutrition Officer / Cluster Supervisor is responsible for coordinating, supervising, and implementing nutrition and essential health services under the BPHS framework in Faryab Province. The role ensures quality delivery of IMAM, IYCF, micronutrient supplementation, and growth monitoring services across assigned health facilities, in compliance with standards of the Ministry of Public Health Afghanistan.

The position conducts regular supportive supervision, provides technical guidance to health staff, monitors performance against targets, and ensures availability of essential supplies and equipment. The officer also reviews HMIS and nutrition data, ensures timely reporting, and strengthens coordination with provincial authorities and stakeholders to improve service coverage and quality.

Job Requirements:

Key Responsibilities

Program Planning & Implementation

  • Plan, coordinate, and supervise implementation of HER-supported health and nutrition interventions at cluster and district levels, ensuring rapid, equitable access to life-saving services for vulnerable and crisis-affected populations.
  • Ensure effective delivery of BPHS services under HER-AF/SAFE modality, in line with national standards of the Ministry of Public Health Afghanistan, with strong focus on QQM, HMIS Verification, IMAM, RMNCH, and communicable disease control.
  • Develop and monitor HER annual, quarterly, and monthly work plans, aligning facility targets with donor requirements and provincial health priorities.
  • Oversee functionality of BPHS components during emergencies, ensuring continuity of EmOC, stabilization care, referral systems, and 24/7 emergency services.

Supervision & Monitoring

  • Supervise delivery of HER-supported services (trauma care, outbreak response, MNCH, nutrition, communicable disease management) across all cluster health facilities.
  • Conduct frequent supportive supervision visits to ensure adherence to BPHS/EPHS and HER operational guidelines.
  • Ensure availability of emergency medicines, trauma kits, nutrition supplies (RUTF, therapeutic milk), IPC materials, and contingency stocks.
  • Monitor staff attendance, performance, and surge capacity planning during emergencies; recommend temporary redeployment where needed.
  • Ensure strict IPC practices, isolation corners, waste management, and safe water systems in all facilities.
  • Review HMIS and HER-specific indicators (consultations, mortality, SAM admissions, outbreaks) for accuracy and timely submission.
  • Strengthen coordination with CHWs, ambulance services, and community leaders to ensure timely referrals during emergencies.
  • Support compliance with World Bank HER project requirements and participate in provincial health coordination meetings.
  • Provide on-the-job mentoring on emergency case management, IMAM, triage, and stabilization care.

Nutrition Program Management

  • The Nutrition/Health Officer oversees the implementation and management of SAM, MAM, IYCF, TSFP, IMAM, and micronutrient programs across health facilities, ensuring quality service delivery and adherence to updated policies and guidelines.
  • The role includes supervising growth monitoring for children under five, screening mothers’ nutritional status, promoting breastfeeding practices, and ensuring PLWs receive appropriate IYCF counseling.
  • The officer provides technical support, on-the-job training, and capacity building for health facility staff and CHWs while identifying training needs.
  • Responsibilities also include monitoring hygiene and safe water standards, ensuring adequate equipment, and inspiring routine malnutrition screening and consultation.
  • The position supports target setting, evaluates progress against indicators, ensures timely reporting, and coordinates with HMIS for accurate data collection and entry

Coordination & Communication

  • Coordinate with PPHD, MoPH, local authorities, NGOs, UN agencies, and other stakeholders.
  • Develop communication networks for nutrition activities at provincial and district levels.
  • Support formation and functioning of nutrition steering committees and technical working groups.
  • Maintain good cooperation with relevant authorities and partners.
  • Promote gender equality and non-discrimination in all program activities.

Logistics & Reporting

  • Ensure timely distribution of vaccines, medicines, equipment, and nutrition supplies to health facilities.
  • Assist HMIS unit in assessments and reporting processes.
  • Prepare and submit technical, financial, and administrative reports as required.

Other Duties

  • Participate in coordination meetings, workshops, seminars, and trainings.
  • Act according to ODESC policies and regulations.
  • Perform any other tasks assigned by the supervisor.
