Job Descriptions:

Under the overall supervision of the Programme Coordinator (Migration Health) and the direct supervision of the Programme Coordinator (MHPSS)  and in close coordination with relevant Units of our client Afghanistan Country Office (CO), the Senior Programme Associate (Regional MHPSS TWG) will be responsible and accountable to support coordination of identified regions, technical and operational guidance on MHPSS, coordinate the assistance and support in emergencies and support to build the capacities for health through meetings, trainings, workshops and promotion of guidance and tools, with following the MHPSS TWG annual work plan at regional level.

Job Requirements:

Core Functions / Responsibilities:

  • Identify gaps in MHPSS services, analyses and produce concrete solutions at regional level and coordinate it with the National MHPSS TWG through reports, monthly meetings and quarterly newsletter.
  • Identify training needs on MHPSS for both specialized and non-specialized care components and advocate to MHPSS TWG for their support when needed.
  • Coordinate and implement regional MHPSS action plans based on identified needs and gaps in their respective regions and in alignment with the MHPSS TWG work plan.
  • Ensure availability of appropriate MHPSS promotion materials, and technical support to all actors for quality implementation of MHPSS in a timely manner to the regional level.
  • Conduct joint field monitoring for MHPSS implementation to facilities /services with MHPSS services in partnership with the local health directorates and the actors to see the achievements and challenges on MHPSS implementation. Monitor and contribute to evaluate the progress and impact of the regional MHPSS action plans, using agreed indicators and tools, and to report on the achievements, challenges, lessons learned, and recommendations to the MHPSS TWG on a regular basis.
  • Identify strategies in providing support to Community Health Workers and to other sectors.
  • Continuously identify MHPSS support to the remote areas through using innovative intervention to support its health and social workers across different sectors.
  • Help in ensuring support to DHIS2 reporting.
  • Provide capacity building opportunities and improve coordination with focused provincial health directorates within the MHPSS program for their respective regions.
  • Advocate for increased awareness, recognition, and support for MHPSS issues and interventions among decision-makers, donors, media, and other stakeholders in their respective regions.
  • Facilitate the integration and mainstreaming of MHPSS across sectors, such as health, education, protection, nutrition, WASH, and livelihoods, in collaboration with other clusters and working groups in their respective regions.
  • Take the lead role in coordination of MHPSS services during and after emergencies.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education:

  • Bachelor’s degree from an accredited academic institution, preferably Psychology, Counselling, Social Sciences with a minimum of four years of relevant professional experience. Or
  • High School diploma with a minimum of six years of relevant professional experience.
  • Participation in our client corporate training in MHPSS will be a distinct advantage.

Experience:

  • Experience working with national and international NGOs in implementing cross-border activities; humanitarian assistance and complex setting; or emergency programmes.
  • Practical experience in our client or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures.
  • Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities.
  • High level of computer literacy, in particular, experience in computerized accounting systems and software; and,
  • Prior work experience related to the provision of Mental Health and Psychosocial Support is an advantage.
  • Previous experience in the region is an advantage.

Skills:

  • Knowledge of Mental Health and Psychosocial Support standards.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
  • Knowledge of International Public Sector Accounting Standards (IPSAS).

Languages:

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
