Job Descriptions:

Under the overall supervision of the Public Health Officer (MHU) and direct supervision of the National Programme Officer (Health Operations) and administrative supervision of the Regional Coordinator, the incumbent, in collaboration with relevant units, will be responsible and accountable for supporting all migration health-related activities under the Migration Health Unit (MHU) in the respective provinces

Job Requirements:

Core Functions / Responsibilities:

  • Oversee the implementation and monitoring of project activities under the Migration Health Unit in the respective province and undertake field travel as needed to support project implementation activities.
  • Supervise, lead, guide and support field teams and implementing partner staff, thereby enabling them to fulfil their roles and responsibilities effectively and efficiently.
  • Monitor the operational activities within target communities through regular site visits and spot checks, as well as providing technical support during implementation, and ensure proper resource allocation and flag any foreseen deficits to the supervisor promptly.
  • Assist in developing key project documents, including Standard Operating Procedures, Guidelines, and minimum applicable standards and ensure compliance with the relevant quality control and quality assurance framework covering MHU public health activities.
  • Liaise internally with other our client teams and units in addition to external partners to facilitate project activities and ensure timely communication and dissemination of information.
  • Collaborate and closely coordinate with project stakeholders, including the Regional Health Cluster, the local Provincial Public Health Director (PPHD) of the Ministry of Public Health (MoPH) and other partners to strengthen healthy relationships and working arrangements
  • Participate in relevant regional, provincial and local sectoral meetings and working groups, such as the Health Cluster, the Public Health Coordination Committee, and EPR meetings.
  • Coordinate and facilitate planning, partner engagement, and operations of the Migration Health Working Group (MHWG) at provincial level, ensuring alignment with Health Cluster and Border consortium priorities and delivery of mobility-sensitive health interventions for migrants and returnees.
  • Compile, analyse, review and verify project operations data at the provincial level. Identify deficiencies or errors, provide needed corrections and ensure compliance with data integrity and security policies.
  • Compile and share effective practices and lessons learned from the projects, including providing support for project-related data collection, research, analysis and report writing.
  • Draft status reports on a weekly or monthly basis or as required, identify implementation shortfalls, bring them to the supervisor's attention, and suggest remedial actions to address the identified issues.
  • Plan, coordinate and conduct capacity building workshops for staff supported under MHU projects and other client units.      
  • Perform other related duties as assigned.

Required Qualifications and Experience

Education:

  • Bachelor’s degree in medicine, nursing or a related field with five years of relevant professional experience. or
  • High School diploma with seven years of relevant professional experience.

Experience:

  • Experience in the implementation of public health projects, including project development, reporting and management.
  • Experience in coordinating and managing projects related to outbreak preparedness and response, health emergencies or health security.
  • Experience working with mobile and migrant populations, and other vulnerable populations.
  • Demonstrated experience in coordinating field teams, including training facilitation, mentoring and capacity development.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.

Skills:

  • In-depth knowledge of the broad range of Public Health concepts and policies, especially related to global health security, the International Health Regulations and the primary health care system.
  • Excellent writing skills, including proven experience in writing quality project reports and standard operating procedures (SOP).
  • Excellent communication and negotiation skills.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds.
  • Skills or experience in data collection, assessment, and analysis in a public health context would be an asset.
  • Knowledge and skills in project planning and management.
  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Demonstrated capacity to work both in a self-directed manner and collaboratively with other staff and stakeholders.

Languages:

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
