The AFV Health Coordinator is the most senior position within AFV’s health program, overseeing the implementation of the Basic Package of Health Services (BPHS) across all BHCs under AFV’s coverage. This strategic role ensures focused oversee and seamless service delivery by BHCs being run by the AFV and implementing partner/s in Kabul. The Health Coordinator will design, implement, monitor, and report on AFV’s health program, as the lead of the AFV Health program, the Health Coordinator collaborates with the Ministry of Public Health/Provincial Public Health Directorate (MoPH/PPHD), WHO, UNICEF, and other stakeholders to deliver health interventions aligned with BPHS, other relevant standards, and donor requirements. Under the direct supervision of the AFV Country Director and AFV Hamburg Headquarters, the Health Coordinator undertakes the following duties (but not limited to):
Key Duties and Responsibilities
- Program Management & Coordination
- Lead the development, expansion, and implementation of health programs, aligning with AFV’s mission, MoPH and BPHS standards, and donor requirements.
- Represent AFV in health-related forums, including MoPH, PPHD, Health Cluster, WFP, UNICEF, and partner organizations; negotiate and maintain strategic partnerships, including Memorandum of Understanding (MoUs) on health initiatives.
- Coordinate with MoPH/PPHD and other stakeholders to align health interventions with national priorities.
- Contribute to high-quality, timely reports, health proposals, and analytical papers on health outcomes and disease outbreaks for donors, MoPH, and the Ministry of Economy (MoEc).
- Provide strategic guidance to ensure programs are community-centered, evidence-based, transparent, and inclusive, prioritizing children, women, and older people.
- Proactively identify and mitigate program risks, ensuring adherence to Medical Ethics Standards, Do No Harm principles, MoPH policies, and AFV’s policies and procedures.
- Develop and update health strategies and priorities to address emerging needs and align with national health policies.
- Technical Oversight
- Ensure smooth operation of all BHCs in compliance with BPHS, WHO, and Integrated Management of Childhood Illness (IMCI) standards, covering maternal and newborn health, child health, immunization, nutrition, communicable diseases, mental health, basic eye care, and disability care.
- Oversee the establishment and operation of HPs, CHWs, FHAGs, and health shuras, ensuring compliance with relevant guidelines and timely reporting.
- Establish and maintain an enabling environment for standardized operations at HPs, BHCs, Mobile Health Teams, Community-Based Health Care (CBHC) including Family Health Action Groups (FHAGs), and CHWs.
- Oversee clinical service delivery across all BHCs, ensuring high-quality patient care; manage timely procurement and delivery of medicines and medical supplies (per BPHS guidelines) to BHCs, HPs, and FHAGs on a monthly or quarterly basis; enforce rational use of drugs (RUD); maintain consistent medicine stock standards; and prevent stockouts through regular procurement and supply.
- Ensure formation and functionality of all BHC’s working committees (e.g., infection control, epidemic prevention) according to BPHS guidelines.
- Coordinate and monitor weekly/monthly outreach activities, including Expanded Program on Immunization (EPI) in catchment areas.
- Develop and implement protocols for emergency preparedness and response to disease outbreaks, including coordination with MoPH and other partners.
- Program Design and Implementation
- Plan, coordinate, and execute health projects (activities, budgets, and documentation) in alignment with BPHS, donor requirements, and AFV strategies.
- Contribute to the development of project proposals, concept notes, and other health programming documents.
- Conduct needs assessments, community consultations, vulnerable beneficiary selection, project planning, implementation, and monitoring in target locations.
- Design and implement behavior change communication strategies and community mobilization initiatives to promote health and nutrition behaviors.
- Integrate gender-sensitive and inclusive approaches/indicators in program design and delivery.
- Clinical Leadership & Management
- Act as the Clinical Lead for the health program, ensuring adherence to national treatment guidelines and clinical protocols.
- Conduct regular clinical supervision visits to BHCs to monitor quality of care and patient safety.
- Review and analyze clinical performance indicators and recommend corrective actions.
- Oversee service delivery by AFV’s implementing partner/s, ensuring uninterrupted service delivery and operational continuity.
- Ensure optimal performance of health projects and staff, delivering high-quality patient care in line with BPHS and other standards.
- Supervise approximately 120 clinic staff and coordinate with over 150 CHWs across all BHCs.
- Conduct regular field visits to address challenges, ensure quality implementation, and provide technical support and feedback.
- Engage with community shuras and local authorities to strengthen health shuras and community participation.
- Capacity Building
- Mentor and train health staff to enhance technical and operational performance, addressing identified needs.
- Ensure regular training for health staff, CHWs, FHAGs, and vaccinators in line with BPHS, covering topics such as EPI, nutrition, diarrhea, and respiratory diseases.
- Support doctors, nurses, midwives, nutritionists, vaccinators, CHWs, and community health supervisors in conducting health education sessions for communities.
- Facilitate access to professional development opportunities for BHC staff to maintain compliance with BPHS standards.
- Monitoring and Evaluation (M&E)
- Conduct regular evaluations of BHC operations, including outpatient department (OPD) consultations, referrals, maternal and child health, nutrition, EPI, infection prevention, and mental health; identify gaps and implement corrective actions.
- Monitor clinic performance using Health Management Information System (HMIS) and District Health Information System 2 (DHIS2), ensuring accurate and timely data collection.
- Oversee CHW activities, including outreach and health education sessions, ensuring alignment with program objectives.
- Plan and coordinate BHCs’ monitoring visits of MoPH/PPHD, UNICEF, WPF, AFV HQ, donors, and stakeholders.
- Produce monthly achievement reports against targets to assess performance and inform decision-making.
- Design and implement M&E frameworks, tools, and systems for effective project monitoring, learning, and adaptation.
- Conduct field investigations, vulnerability assessments, and risk mapping to support preparedness and response planning.
- Cross Department Collaboration
With Operations: Oversee procurement of medicines, medical equipment, and BHC tools in line with AFV’s policies, ensuring realistic quantification, secure transportation, and delivery to BHCs and HPs; verify quality, quantity, and usability per predefined standards.
With Finance: Contribute to annual health program budgets, including revisions and Budget vs. Actual (BVA) analyses; ensure budgets meet programmatic needs; collaborate to align financial reports with donor requirements; review and approve program-related financial documents.
With HR: Ensure BPHS-compliant hiring of BHC staff in coordination with PPHD; prepare and streamline ToRs, written tests, and interview records; maintain up-to-date and conduct staff performance evaluations, contracts, and personal files are updated and secured with HR
