About OCHR (Organization for Coordination of Humanitarian Relief):

OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR’s primary advocacy and existence is based on reducing the suffering of Afghanistan’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency, focusing on addressing the needs of communities emerging from conflict or natural disaster. OCHR collaborates with a wide range of partners and donors, local organizations, and many others to deliver sustainable services aligned with SDGs and UN triple nexus i.e. to interlink humanitarian, development, and peace.

OCHR program planning and theory of change mainly focus to achieve A-SDGs i.e. its institutional setup and policy documents is founded to recognize and interlink sustainable development and relevant ongoing processes.

Since its establishment, throughout the years OCHR has developed an integrated strategic approach, which addresses the needs of vulnerable people living both in humanitarian and development settings. OCHR's key programmatic and strategic priorities in Afghanistan are;

  • Education.
  • Health.
  • Food Security through agricultural development and livestock.
  • Water Sanitation and Hygiene-WASH.
  • Peace, justice and social development through public awareness and human rights, promoting right-based approaches.
  • Clean energy and environment.

OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.

Job Descriptions:

The Program & Fundraising Manager is a senior management position responsible for  proposal development, donor engagement, and strategic partnerships, while ensuring coherence between fundraising efforts and programmatic priorities.

The position focuses primarily on fundraising and donor acquisition, including the development of high-quality proposals, Expressions of Interest (EOIs), concept notes, and grant applications, as well as proactive networking and coordination with donors, UN agencies, embassies, INGOs, and funding platforms.

Key Responsibilities

A. Fundraising & Resource Mobilization

  • Development and submission of funding proposals, EOIs, concept notes, and grant applications to institutional donors, UN agencies, INGOs, and funding platforms
  • Identify and track new funding opportunities at national, regional, and international levels
  • Maintain an updated donor mapping and funding pipeline, including deadlines, eligibility criteria, and thematic priorities
  • Ensure all submissions comply with donor guidelines, templates, and compliance requirements
  • Support negotiation of contracts, MoUs, and partnership agreements with donors and partners

B. Donor Relations & Networking

  • Establish and maintain strong working relationships with donors, UN agencies, embassies, INGOs, and coordination bodies
  • Represent the organization in donor meetings, coordination forums, clusters, and networking events
  • Support donor reporting processes in coordination with program and finance teams
  • Promote organizational visibility and credibility through professional engagement and communication

C. Program Development & Strategic Alignment

  • Ensure programs initiatives are aligned with the organization’s strategic plan, sectoral priorities, and operational capacity
  • Support program teams in refining project concepts based on donor priorities and community needs
  • Contribute to the development of multi-year strategies, program frameworks, and partnership approaches
  • Review project designs to ensure technical quality, feasibility, and value for money

D. Coordination &  Management

  • Coordinate closely with Program Team, MEAL, Finance, HR, and Logistics teams during proposal development and implementation phases
  • Support capacity building of staff on proposal writing, donor compliance, and fundraising processes
  • Maintain organized records of proposals, donor communications, and contractual documents
  • Provide regular updates to senior management on fundraising progress, pipeline status, and risks

Job Requirements:

  • Bachelor’s degree in Development Studies, International Relations, Business Administration, Economics, or related field (Master’s degree preferred)
  • Minimum 5 years of progressive experience in fundraising and program development with NGOs or INGOs
  • Proven track record in successful proposal writing and donor engagement
  • Strong understanding of donor requirements, particularly UN agencies, institutional donors, and INGOs
  • Excellent written and verbal communication skills in English 
  • Strong analytical, organizational, and time-management skills
  • Ability to work independently under pressure and manage multiple deadlines
