About OCHR (Organization for Coordination of Humanitarian Relief):

OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR’s primary advocacy and existence is based on reducing the suffering of Afghanistan’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency, focusing on addressing the needs of communities emerging from conflict or natural disaster. OCHR collaborates with a wide range of partners and donors, local organizations, and many others to deliver sustainable services aligned with SDGs and UN triple nexus i.e. to interlink humanitarian, development, and peace.

OCHR program planning and theory of change mainly focus to achieve A-SDGs i.e. its institutional setup and policy documents is founded to recognize and interlink sustainable development and relevant ongoing processes.

Since its establishment, throughout the years OCHR has developed an integrated strategic approach, which addresses the needs of vulnerable people living both in humanitarian and development settings. OCHR's key programmatic and strategic priorities in Afghanistan are;

  • Education.
  • Health.
  • Food Security through agricultural development and livestock.
  • Water Sanitation and Hygiene-WASH.
  • Peace, justice and social development through public awareness and human rights, promoting right-based approaches.
  • Clean energy and environment.

OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.

Job Descriptions:

The CLTS Facilitator (National Staff) will support the implementation of Community-Led Total Sanitation (CLTS) activities in targeted communities in Sar-e-Pul Province. The position is field-based and fully dedicated (100%) to the project.

The facilitator will work closely with communities to promote behavior change toward improved sanitation and hygiene practices, in line with Afghanistan's national CLTS guidelines and project objectives. OCHR will deploy two CLTS teams, each consisting of five members (two couples and one single staff member), in accordance with national CLTS operational requirements.

Duties and Responsibilities:

  • Facilitate CLTS triggering sessions at community level using participatory methodologies
  • Mobilize households to eliminate open defecation and adopt improved sanitation and hygiene practices
  • Conduct regular follow-up visits to monitor community progress toward Open Defecation Free (ODF) status
  • Work closely with community leaders, WASH Committees, and local authorities to strengthen ownership and sustainability
  • Identify vulnerable households requiring additional technical or social support and refer them accordingly
  • Support community action planning and self-monitoring processes
  • Collect accurate field data related to CLTS activities, ODF progress, and behavior change indicators
  • Prepare and submit timely activity reports to the Field Officer and WASH team
  • Ensure inclusion, accountability, and community participation throughout implementation
  • Adhere to OCHR policies, safeguarding standards, and humanitarian principles at all times

Job Requirements:

  • Minimum high school certificate; university degree in social sciences, public health, WASH, or related field is an advantage
  • At least 2 years of experience in CLTS, community mobilization, or WASH-related humanitarian projects
  • Good understanding of Afghanistan CLTS approach, sanitation behavior change, and community facilitation techniques
  • Strong communication, facilitation, and interpersonal skills
  • Familiarity with local customs, traditions, and community structures in Sar-e-Pul Province
  • Ability to work in field-based, rural, and challenging environments
  • Willingness to work in team-based deployment arrangements as per CLTS guidelines
