Job Descriptions:

PURPOSE OF THE POSITION

The Community Mobilizer (Education – TLS) is responsible for strengthening community engagement and participation in education projects, particularly those implemented through Temporary Learning Spaces (TLS). The position focuses on mobilizing communities to support children’s access to education, ensuring regular attendance, promoting safe and inclusive learning environments, and supporting effective field-level implementation of education activities.

DUTIES AND RESPONSIBILITIES

1. Community Engagement and Mobilization

  • Mobilize community members, parents, caregivers, elders, religious leaders, and School Management Committees (SMCs) to actively support TLS activities.
  • Promote community ownership of TLS and encourage responsibility for children’s education, attendance, and protection.
  • Ensure inclusive participation of marginalized groups, especially girls, children with disabilities, IDPs, returnees, and vulnerable households.
  • Conduct community meetings, awareness sessions, and household visits to promote the importance of education.
  • Address community concerns related to education access, safety, and cultural barriers.

2. Education Project Support (TLS-Focused)

  • Support the establishment, daily functioning, and sustainability of Temporary Learning Spaces.
  • Coordinate with teachers, facilitators, and education staff to ensure smooth delivery of learning activities.
  • Support student enrollment, re-enrollment, and regular attendance tracking.
  • Assist in the implementation of remedial education, accelerated learning, and life-skills activities where applicable.
  • Support the distribution and proper use of education materials and learning supplies.

3. Coordination and Liaison

  • Act as a liaison between COAR, communities, TLS staff, and education authorities (DED, school shuras).
  • Support coordination with local authorities, community structures, and relevant education stakeholders.
  • Facilitate communication between communities and project teams regarding feedback, challenges, and updates.

4. Safeguarding, Child Protection, and Accountability

  • Promote child protection, safeguarding, and PSEA principles at the community level.
  • Report safeguarding concerns and incidents using COAR reporting mechanisms.
  • Support community awareness on feedback and complaint response mechanisms (CFRM).
  • Ensure TLS environments are safe, inclusive, and child-friendly.

5. Monitoring, Reporting, and Digital Data Collection

  • Collect field-level data related to attendance, community participation, and education activities.
  • Use KoBo Toolbox for data collection and reporting, as required.
  • Upload reports, attendance sheets, and relevant documents to OneDrive or other designated online platforms.
  • Maintain accurate digital and hard-copy records of project activities.
  • Support monitoring visits, assessments, and evaluations.

6. Compliance and Other Duties

  • Comply with COAR policies, including Child Protection, Safeguarding, PSEA, Code of Conduct, and HR policies.
  • Perform any other education-related duties assigned by the Line Manager.

Job Requirements:

QUALIFICATIONS AND SKILLS

Education

  • Bachelor’s degree in Education, Social Sciences, Community Development, or a related field (preferred).

Experience

  • Minimum of 2 years’ experience in community mobilization or education-related projects, preferably in TLS or EiE contexts.

Skills and Competencies

  • Strong community engagement and communication skills.
  • Good understanding of education programming, especially TLS and community-based education.
  • Familiarity with KoBo Toolbox, OneDrive, and other online data and reporting applications.
  • Ability to use computers and smartphones for data collection, reporting, and communication.
  • Basic computer skills (Microsoft Word, Excel, email, and internet).
  • Ability to work independently in challenging field environments.
  • Strong interpersonal skills and cultural sensitivity.
