Job Descriptions:

PURPOSE OF THE POSITION

The Provincial Coordinator – Education (TLS) is responsible for the overall coordination, quality implementation, and supervision of Education in Emergencies (EiE) projects, with a specific focus on Temporary Learning Spaces (TLS) at the provincial level. The role ensures that education activities are delivered effectively, safely, and in compliance with COAR policies, donor requirements, and national education standards.

DUTIES AND RESPONSIBILITIES

1. Project Management and Leadership

  • Lead and oversee the implementation of TLS-based education projects in the assigned province.
  • Ensure project activities are implemented according to approved proposals, work plans, budgets, and timelines.
  • Contribute to the development of proposals, work plans, budgets, and donor reports related to education and TLS interventions.
  • Provide technical guidance, coaching, and mentoring to Project Officers and field education staff to ensure quality delivery.
  • Promote a strong team spirit, accountability, and results-oriented performance.

2. Technical Oversight – Education & TLS

  • Ensure quality establishment, operation, and sustainability of Temporary Learning Spaces.
  • Conduct regular field visits to TLS sites to monitor teaching quality, learning environments, attendance, and protection standards.
  • Ensure education activities align with EiE Minimum Standards (INEE) and national education policies.
  • Promote inclusive education, gender equality, and non-discrimination, with special focus on girls, IDPs, returnees, and vulnerable children.
  • Review and analyze education data and provide technical recommendations to HQ for program improvement.
  • Support accelerated learning, remedial education, and life-skills components where applicable.

3. Community Engagement and Acceptance

  • Ensure strong community participation in TLS establishment and ongoing education activities.
  • Coordinate with community elders, shuras, parents, and School Management Committees (SMCs) to enhance ownership of TLS.
  • Address community-level challenges related to attendance, protection, and access to education.
  • Support awareness activities on the importance of education, especially for girls.

4. Coordination and Representation

  • Liaise and coordinate closely with Provincial and District Education Directorates (PED/DED).
  • Maintain effective coordination with UN agencies, NGOs, and other education stakeholders at the provincial level.
  • Ensure timely procurement and distribution of education and TLS materials in coordination with HQ and Admin teams.
  • Support HR and Education departments at HQ in recruitment and onboarding of education project staff.
  • Promote coordination with other COAR projects and departments to ensure integrated programming.

5. Monitoring, Accountability, and Reporting

  • Ensure that child safeguarding, PSEA, and “Do No Harm” principles are integrated into all TLS activities.
  • Oversee MEAL processes, including monitoring visits, assessments, and evaluations.
  • Ensure transparency in beneficiary targeting, service delivery, and community feedback mechanisms.
  • Review and validate field reports, monitoring data, and education indicators before submission to HQ.
  • Ensure education staff receive appropriate training and capacity building.

6. Compliance and Organizational Representation

  • Ensure compliance with COAR policies, donor requirements, and national regulations.
  • Actively contribute to the positive image and reputation of COAR at the provincial level.
  • Demonstrate strong commitment, leadership, and ethical conduct.

7. Other Duties

  • Perform any other education-related tasks assigned by the Line Manager or Management Committee.

     

Job Requirements:

  • QUALIFICATIONS AND SKILLS

Education

  • Bachelor’s degree in Education, Social Sciences, Public Administration, or a related field (Master’s degree preferred).

Experience

  • Minimum 6 years of relevant experience, including at least 3 years in a coordination or management role in education or EiE/TLS projects.

Skills and Competencies

  • Strong technical knowledge of Education in Emergencies and Temporary Learning Spaces.
  • Proven leadership, team management, and mentoring skills.
  • Experience coordinating with government authorities, especially PED/DED.
  • Strong analytical and report-writing skills.
  • Good command of digital tools, including:
    • Microsoft Office (Word, Excel, PowerPoint)
    • Online platforms such as OneDrive and email systems
    • Basic familiarity with KoBo Toolbox or similar data collection tools
  • Ability to work independently under pressure and in insecure environments.
  • Excellent interpersonal, communication, and negotiation skills.
