WORLD is a non-government, non-political and non-profit development organization that is established by a group of young and energetic people who were highly motivated and committed for contributing their time, skills and energies for the development and empowerment of socially disadvantaged and vulnerable communities in Afghanistan to address poverty and gender based discriminations.

WORLD  currently works across all 15 provinces of Afghanistan including Ghor, Nangarhar, Kunar, Laghman, Nuristan, Khost, Paktya, Kunduz, Mazar,  Kapisa and Parwan, particularly research, health emergency, Gender-Based Violence and other public health activities. Our existing donors included UN-agencies, Embassies and Government bodies.

Job Descriptions:

The Human Resources Manager (HRM) will be responsible for leading and managing all HR functions within the organization, ensuring that staffing, performance, and compliance are aligned with the mission and operational needs of the NGO, specifically within Afghanistan's health sector. This role will focus on supporting healthcare staff and operations in a challenging and dynamic environment, ensuring that the NGO attracts, retains, and develops top talent to meet the needs of vulnerable populations in Afghanistan.

The HRM will work closely with senior leadership, the HR Committee, and program teams to ensure HR operations are efficient, compliant with local labor laws, and in line with international humanitarian standards. This includes overseeing recruitment, staff performance, personnel management, and ensuring the safety, well-being, and development of staff working in often remote or high-risk areas.

Job Requirements:

Key Responsibilities:

  1. Recruitment, Contracts, Personnel Files, and Performance Management

    • Lead the recruitment process, ensuring adherence to organizational policies, including those outlined by the HR Committee, and aligning with humanitarian needs specific to the health sector in Afghanistan.

    • Draft and manage employee contracts, ensuring compliance with national labor laws and humanitarian guidelines.

    • Maintain accurate and up-to-date personnel files, ensuring that all required documents (e.g., ID, work permits, health and security clearances) are in place.

    • Develop and implement a robust performance management system to monitor staff progress, providing regular feedback and facilitating continuous professional development in line with organizational goals.

  2. Ensure Staff Code of Conduct and PSEA (Prevention of Sexual Exploitation and Abuse) Compliance

    • Regularly monitor staff adherence to the NGO’s code of conduct and ethical standards, ensuring all staff are familiar with and adhere to the organization's policies.

    • Ensure the organization is in full compliance with the Prevention of Sexual Exploitation and Abuse (PSEA) guidelines, and train staff on the importance of safeguarding vulnerable populations, particularly in healthcare settings.

    • Act as a point of contact for any complaints or concerns related to PSEA violations, coordinating with relevant authorities for investigations when necessary.

  3. Maintain Payroll Coordination with Finance

    • Oversee payroll operations, ensuring that all employees are paid timely and accurately, taking into account various allowances and deductions, in line with local regulations and NGO policies.

    • Coordinate with the finance team to ensure proper documentation and transparency in salary distribution, particularly for staff working in remote or insecure areas.

    • Review and address any discrepancies in payroll and work closely with the finance department to ensure compliance with relevant tax and benefits regulations.

  4. Lead the Recruitment Process in Compliance with Policy under the Authority of the HR Committee

    • Collaborate with department heads to understand staffing needs and ensure timely and effective recruitment processes.

    • Design and implement recruitment strategies that are in line with the NGO's goals and policies, ensuring that health sector professionals, such as doctors, nurses, and logisticians, are recruited effectively.

    • Conduct thorough background checks, including verifying academic and professional qualifications, especially for roles that require specialized health expertise.

    • Facilitate interviews and selection processes, ensuring diversity, equity, and inclusion in hiring practices, with particular attention to local cultural sensitivities and security challenges in Afghanistan.

  5. Establishment and Operation of HRMS System

    • Spearhead the design, development, and implementation of a Human Resource Management System (HRMS) tailored to the unique challenges and needs of the health sector in Afghanistan.

    • Ensure that the HRMS supports key operations such as employee data management, leave tracking, payroll, and performance evaluations.

    • Provide training to staff on using the HRMS, ensuring that personnel in remote field offices can also access and utilize the system effectively, even in areas with limited internet connectivity.

    • Regularly assess the HRMS to ensure it remains aligned with organizational needs and propose improvements or upgrades as needed.

  6. Support Staff Welfare and Well-being

    • Foster a positive work environment by ensuring staff welfare programs are in place, addressing the unique challenges of working in Afghanistan’s health sector, such as working in conflict zones or rural areas.

    • Coordinate with health and safety officers to ensure the well-being of staff, particularly in relation to medical care, security, and mental health support.

    • Implement stress management and resilience-building programs, especially for healthcare staff working in high-pressure settings.

  7. Compliance with Local Labor Laws and International Standards

    • Ensure the organization is compliant with both Afghan labor laws and international humanitarian standards, including health and safety regulations specific to healthcare workers.

    • Stay up-to-date with changing laws and regulations related to employment and labor rights in Afghanistan, ensuring the organization remains compliant and well-prepared for audits or inspections.

  8. Staff Training and Development

    • Identify training needs within the HR team and across other departments, particularly in the areas of human resources, health sector best practices, and emergency response preparedness.

    • Collaborate with health professionals and external training organizations to provide relevant capacity-building programs for staff, including health and safety training, leadership development, and technical skills enhancement for healthcare personnel.

  9. Coordination with External Partners and Stakeholders

    • Engage with other NGOs, government entities, and international organizations in the health sector to ensure coordination and alignment with broader humanitarian objectives in Afghanistan.

    • Represent the organization in relevant HR forums or networks to share best practices and stay informed about developments in the Afghan healthcare and humanitarian sectors.

  10. Monitoring and Reporting

    • Regularly report on HR metrics to the HR Committee and senior leadership, including recruitment status, staff turnover, compliance audits, and any other issues that may affect organizational performance or morale.

    • Prepare and present quarterly and annual HR reports, ensuring data is accurate and in line with organizational objectives.
