Job Descriptions:

RELATIONSHIPS

  • Internally, interacts with ICRC staff in the health department and other institutional departments.
  • Externally, interacts with health authorities and OPA at the concerned levels regarding the EDS and HiD activities and with MoPH health staff in the supported hospitals and prisons facilities

PURPOSE

The position will be shared equally (50%) by the Emergency Department Support (EDS) and Health in Detention (HiD) programmes. The HFO will contribute to the planning, development and implementation, and monitoring of all EDS and HiD activities.

For EDS, focus in capacity building for MoPH health staff in the supported hospitals across Afghanistan. As a part of its responsibility, the EDS team participates in the assessment, follow-up, communication, organization, and reporting in all matters concerning EDS file.

For HiD: Along with the HiD PM, oversee HiD program with a degree of autonomy and/or deliver capacity building and contributes actively to planning and coordinating activities at KAB and field level.

The position is based in Kabul, however as EDS and HiD file is across the country covering other provinces, it will require flexibility to travel for assessment or to carry out the concerned duties outside Kabul.

 

  1. Emergency Department Support (EDS) Programme
  • Plans and organizes internal or external trainings in line with the EDS PfR objectives.
  • Can participate/deliver topics as per ICRC standards of trainings.
  • Supports and assists in assessment when required for the EDS activities.
  • Is responsible for the organizations/monitoring/reporting/ of the trainings carried out under the EDS program.
  • Is responsible for the monthly data reporting as per ICRC Hospital health DHIS2/MAD data tool or any other relative data concerning emergencies.
  • Take responsibility in reporting, including achievements and challenges accordingly.
  • Can monitor and analyze data as per relevant indicators and objectives.
  • Monitor the implementation of the capacity building trainings including triage, BEC and other trauma trainings in the field in close collaboration with the respective line manager.
  • Discusses and submits SRs according to the approval given by the line manager and follows up the donation/tracking procedures to be coherent to the internal requirements.
  • Participates in internal/external meetings and writes Minutes of Meeting (MoM) for proper follow up and records.
  • Keeps up to date documents in the team space.
  • Keeps a good networking with the relevant stakeholders at his/her level of responsibility.
  • Translates/checks relevant documents when needed/requested.
  • Is responsible to request and follow up of the needed material (printings or equipment for the trainings)
  • Can organize/support mass casualty, disaster preparedness trainings as per EDS planning.
  • Contributes to infection prevention and control measures in its area of responsibility.
  • Reports timely Health Care in Danger concerns.
  • Translates/interpretates when required and attend meetings with concerned ICRC mobile colleagues.  

 

Health in Detention Programme (HiD Programme)

  • Implementation of the ICRC HiD support activities and project in Sarpoza Provincial Prison (SPP) and Herat Provincial Prison (HPP) according to the signed MoU
  • Monitors the implementation of project according to Plan of action, following the instructions from the HID PM.
  • Supports capacity building of prison health staff and prison authorities by providing hands-on training on the MoPH Prison Health Integrated Services Package and information on the respect of the medical ethics by all staff.
  • Monitors and promotes the appropriate use of medicines in visited clinics in accordance with national standards.
  • Receives the information, analyses and contributes to the HiD activities in different PoDs.  
  • Assists the medical staff in developing and implementing hygiene protocols in line with the national hygiene protocols.
  • Together with Detention Nurse/Doctor facilitates follow up of referral cases, reports individual medical assistance in the MAD/PEARL database.
  • Maintains networks that enable a good understanding of other health programs (BPHS implementers, national vertical programs, MHPSS, DDR, HIV, TB etc.)
  • Supports the Detention Nurse/Doctor and health services in the follow up on Initial Medical examination, documentation, and health filing system, in accordance with medical ethics.
  • Treats information of registered cases accurately and with confidentially.
  • Collects and enters monthly activity data received from the PoD clinics in DHIS2 database on a timely basis.
  • Contributes in processing financial procedures especially the payment of the supported clinics’ staff incentives.

Job Requirements:

 

  • Degree in medicine or nursing.
  • Qualifications in public health or health management a strong asset.
  • Fluent written and spoken command of the local working language as well as French and/or English.
  • Licence to practice in his/her own country.
  • 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
  • Good connections with local health authorities or groups of interest for the ICRC.
  • Excellent knowledge of the assigned geographic area.
  • Licence to practice in country of residence.
