Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world

Job Descriptions:

Job Summary:

AFGA is implementing a reproductive health and family planning project, which includes interventions to provide comprehensive reproductive health services. The midwifery help line is one of the important activities of this project. AFGA is seeking a qualified gynecology/obstetric specialist for the position of Midwifery Help Line Consultant.

Under the direct supervision of the MHL coordinator, the MHL consultant will be responsible for providing quality online technical advisory services through the short code of 127 to health services providers across the country, 24 hours a day and 7 days a week.

Specific Responsibilities:

  • Provides technical advice and instructions to health services providers working in public and private health facilities, particularly medical doctors and midwives providing health services in different locations, with a focus on mother and newborn health issues.
  • Participating in the staff capacity building, working in the health facilities, and providing reproductive health and newborn health services, particularly the introduction of the midwifery help line to the health staff.
  • Recording, collecting, analyzing, and reporting the data from the midwifery help line activities generated from online advisory services.
  • Preparing weekly, monthly, and quarterly plans for easy tracking and implementation of the activities related to the midwifery help line activities.
  • Providing regular on-the-job training for midwifery help line midwives as per updated references and usual cases discussion.
  • Identifying, assessing, and managing high-risk and emergency cases (based on telephone communication) and making timely decisions for patient referrals.
  • Review of the updated references and introduction of new methods for the case management of mother and newborn health interventions.
  • Contributing to the review of complicated cases, severe complications, and maternal and neonatal deaths reported through MHL.
  • Collaborating in the standardization of technical responses and improving the quality of counseling within the MHL team.
  • Guiding callers for appropriate referral to relevant health facilities based on the level of health services.
  • Conducting technical follow-up of referred cases when needed and feasible.
  • Identifying knowledge gaps among midwives and doctors through calls and providing educational recommendations to the MHL team.
  • Ensuring accurate, complete, and confidential documentation of call information in accordance with confidentiality and data protection principles.
  • Conducting preliminary analysis of call trends and reporting unusual or alarming cases to the MHL Coordinator.
  • Providing technical advice during crises, limited access conditions, or emergency cases.
  • Actively participating in technical meetings, performance reviews, and improvement of the MHL system.
  • Adhering to medical ethics principles, professional conduct, and non-discrimination in all shifts, especially night shifts.
  • Any other tasks assigned by the supervisor.

Job Requirements:

  • Graduated from a recognized Medical University
  • Specialization in Obstetrician – Gynecologist with a valid certificate.
  • At least 3 years of working experience as an Obstetric/ Gynecology specialist with secondary and tertiary public hospitals.
  • Fluent in both National languages (Dari & Pashto).
  • Prior experience in the field of telemedicine will be a plus point.
  • Basic knowledge of the English Language particularly for report writing.
  • Able to work in night shift
  • Knowledge of Ms. Office package and database.
  • Good interpersonal and communication skills
  • Having the ability and skills for staff capacity building.
