Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

  • Monitor and evaluate clinical and non-clinical services to ensure compliance with hospital policies, national regulations, and international quality standards
  • Develop, implement, and update quality assurance policies, procedures, and clinical guidelines
  • Conduct regular internal audits, inspections, and quality assessments across hospital departments
  • Identify gaps in service delivery and recommend corrective and preventive actions
  • Ensure patient safety standards are followed, including infection prevention and control measures
  • Review incident reports, adverse events, and patient complaints, and support root cause analysis
  • Monitor key quality indicators (KPIs) such as AKDN-HS Q-Compass Indicators, Safe Care Indicators, SBM, HNMC and IPC Indicators
  • Orientation of all related KPIs to clinical and non-clinical staff.
  • Support recertification processes and compliance with healthcare quality frameworks
  • Provide training and guidance to hospital staff on quality improvement and patient safety practices
  • Ensure proper documentation, data collection, and reporting related to quality and performance
  • Coordinate with department heads to promote continuous quality improvement initiatives
  • Monitor adherence to ethical standards and patient rights policies
  • Translates international standards into local, practical policies
  • Developing checklists, guidelines and SOPs based of Safe Care standards and KPIs.
  • Supports gradual quality improvement rather than full accreditation
  • Focuses on patient safety, basic compliance, and sustainability
  • Ensure regular Quality and Patient Safety committee meetings on monthly basis.
  • Ensure safe environment of care in coordination with facility management and safety security team.
  • Any other responsibilities given to you in addition to the above prescribed duties.

Reporting: You are to report to Clinical Manager

Job Requirements:

Education: Medical Doctor registered with Afghanistan medical council (AMC).

Work Experience: Work Experience: At least 3 years’ experience working as a quality and patient safety officer, clinical instructors, experience in implementation of key quality indicators in healthcare management settings of secondary and tertiary hospitals.

Skills: Excellent computer skills in Microsoft office, preparing reports, data analysis and email communications.

  • Good communication skill in Dari, Pashto and English and proven management ability.
  • Language: Fluency at local languages.
