Job Descriptions:

The Welfare Association for the Development of Afghanistan (WADAN), in partnership with WHO, is implementing a health project in Helmand province to enhance primary healthcare, immunization, reproductive health, and emergency response services.

The WHO-funded Primary Health Care (PHC) project aims to improve access to quality, integrated, and equitable essential health services in five districts of Helmand Province. The project focuses on preventive, basic curative services, strengthening health systems, disease surveillance, maternal and child health, and community engagement in line with WHO standards and national health policies.

Purpose of the Position

The PHC Project Coordinator is responsible for the overall coordination, planning, implementation, supervision, and reporting of the WHO-funded PHC project in five districts of Helmand. The incumbent will ensure effective delivery of project activities in compliance with WHO guidelines, Ministry of Public Health (MoPH) policies, donor requirements, and WADAN procedures.

Key Duties and Responsibilities

  • Lead and coordinate the implementation of PHC project activities across the five targeted districts.
  • Develop detailed work plans, implementation schedules, and monitoring frameworks in line with the approved project proposal.
  • Ensure timely achievement of project objectives, outputs, and indicators.
  • Coordinate closely with district health offices, health facilities, community structures, and implementing partners.

Technical Oversight and Quality Assurance

  • Provide technical guidance and oversight to health facilities to ensure delivery of quality
  • PHC services.
  • Ensure compliance with WHO technical guidelines, national treatment protocols, and MoPH policies.
  • Support implementation of key PHC components including MNCH, EPI, nutrition, communicable disease control, and basic curative services.
  • Identify service delivery gaps and recommend corrective actions.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Monitor project performance through regular field visits, supervision, and review of routine data.
  • Ensure accurate and timely collection, analysis, and reporting of project data.
  • Prepare and submit weekly, monthly, and quarterly narrative reports to WADAN and WHO.
  • Support assessments, evaluations, and audits as required.

Coordination and Representation

  • Represent the WADAN in technical coordination meetings, cluster meetings, and
  • MoPH/WHO forums at provincial and district levels.
  • Maintain strong working relationships with WHO, MoPH, local authorities, and other stakeholders.
  • Facilitate coordination between program, logistics, finance, and HR teams for smooth project implementation.

Financial and Resource Management

  • Support budget planning, tracking, and utilization in coordination with finance and procurement teams.
  • Ensure efficient and transparent use of project resources.
  • Review activity expenditures against approved budgets and timelines.

Human Resource and Capacity Building

  • Support supervision, mentoring, and capacity building of project staff.
  • Identify training needs and support on-the-job coaching for health workers and supervisors.
  • Promote teamwork, accountability, and performance management within the project team.

Reporting and Documentation

  • Prepare high-quality narrative and technical reports in line with WHO reporting formats.
  • Document best practices, lessons learned, and success stories.
  • Ensure proper filing and documentation of project records.

Safeguarding, PSEA, and Compliance

  • Ensure integration and implementation of Protection from Sexual Exploitation and
  • Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across all project activities.
  • Ensure staff and partners adhere to organizational policies, WHO requirements, and codes of conduct.
  • Report and address safeguarding concerns in line with established procedures.

Job Requirements:

Qualifications and Experience

  • Medical Doctor (MD) or Bachelor’s degree in Public Health, Medicine, Nursing, or a related health field (Master’s degree preferred).
  • Minimum of 5–7 years of progressively responsible experience in PHC or health project management, preferably with WHO or other UN-funded projects.
  • Strong knowledge of Afghanistan’s health system, MoPH policies, and WHO guidelines.
  • Proven experience working in emergency or fragile contexts is an asset.

Skills and Competencies

  • Strong leadership, coordination, and team management skills.
  • Excellent planning, organizational, and problem-solving abilities.
  • Strong analytical, reporting, and communication skills.
  • Ability to work under pressure and meet tight deadlines.
  • Proficiency in English and local languages (Pashto and/or Dari).
  • Computer literacy (MS Word, Excel, and reporting tools).

Working Conditions

  • Frequent field travel to the participatory districts of Helmand Province.
  • The position is based in Helmand with regular coordination at provincial level.
