2. Position Purpose

The Head of PMO is responsible for establishing, institutionalizing, and leading Amjaad Company’s Enterprise Project Management Office (E‑PMO).

The role ensures strategic alignment, governance, technical coordination, delivery assurance, and performance oversight across Amjaad’s entire energy and infrastructure portfolio, including DFO to HFO power plant conversion, Smart Grid digitalization (SCADA, AMI, MDMS), transformer manufacturing facilities, transmission lines, substations, EPC, PPP, and donor‑funded projects.

3. Key Duties and Responsibilities

  • Establish and operationalize standardized project, program, and portfolio management frameworks aligned with PMBOK, PRINCE2, and ISO 21500.
  • Oversee planning, execution, monitoring, and closure of all projects to ensure delivery on time, within budget, and to approved technical specifications.
  • Develop and enforce project governance, approval gates, escalation mechanisms, and reporting structures.
  • Coordinate technical, commercial, financial, legal, and regulatory stakeholders including government entities, EPC contractors, donors, and investors.
  • Ensure integration between engineering, procurement, construction, commissioning, and operational readiness activities.
  • Lead enterprise‑level risk management, quality assurance, HSE compliance, and environmental and social safeguards.
  • Conduct periodic project audits, performance reviews, and corrective action planning.
  • Provide executive dashboards, monthly and quarterly progress reports to the Chairperson and Board.

4. Authority and Decision‑Making

  • Approve project charters, schedules, methodologies, and execution plans.
  • Recommend suspension, restructuring, or termination of underperforming projects.
  • Escalate high‑risk or strategic issues directly to the Chairperson and Board.
  • Exercise functional oversight over all Project Managers and Program Leads.

6. Key Performance Indicators (KPIs)

  • Percentage of projects delivered on time and within approved budget.
  • Reduction in project risks, claims, and schedule overruns.
  • Portfolio alignment with corporate strategy and national priorities.
  • Quality compliance and audit outcomes.
  • Stakeholder satisfaction and governance effectiveness.
