About MSI Afghanistan Reproductive Choices:

MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.

We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 19 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, Ghor, Farah and Bamyan in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

  1. Leadership
  • Provide visible professional leadership and support within the organisation and create a culture which strives for excellence in the delivery of client care and experience.
  • Develop a cohesive, motivated, and high performing team, ensuring the effective management of functions within the area of quality assurance and clinical governance.
  • Support the clinical quality team to make sure all staff understands the vision and objectives of the organisation and services.
  • Effectively lead and manage all clinical quality staff.
  • Make sure a high standard of recruitment, selection and induction adhering to MSI policy and procedures and ensuring all relevant documentation and evidence is obtained.
  • Accept responsibility for line management of the clinical quality and training team, providing 1-1 managerial supervision, maintaining appraisal systems, and supporting any disciplinary and performance management issues.
  • Lead and drive a philosophy of continuous improvement across the organisation.
  • Engage with external stakeholders fostering collaborative working relationships.
  • Ensure the implementation and review of the impact of national policy and guidance relating to client’s safety and quality issues.
  • Ensure continuing professional development and a culture of learning for yourself and the wider HSRT.

 

  1. Health Support Research budget management
  • Monitor the Health Support Research budget: Work with the Country Director to prepare the annual Clinical quality and training budget, supervise Clinical quality and training members in creating sub-budgets, monitor transactions (expenditure), and work with the Country Director and Finance Director on quarterly and annual reforecasts.
  • Oversee the timely, cost-effective, and accurate translation of all necessary MDT global guideline and polices.
  • Provide clinical leadership and guidance to all health support research team. Work closely with country director and Operations team to ensure clinical governance processes are respected and MSI clinical standards are routinely met.
  • Consistently coach, mentor, and support the leadership on clinical issues through both remote. Ensure that scale does not come at the price of quality and client safety allocated.
  • Provide strategic clinical input at provincial and country programme level during project design.
  • Support MSIA during the Business Planning process to ensure that clinical TA needs are strongly represented in country business plans and budgets.
  • Ensure quality assurance of clinical services in all channels. Conduct Quality Technical Assistance (QTA) in accordance with MDT’s annual QTA schedule.
  • Supervise and support all MSIA services to help them demonstrate clinical effectiveness, client safety and a positive client experience,
  • Assist Operations, Country Directors and Channel leads to meet all clinical training and continuous supportive supervision needs.
  • Provide specific and intensive clinical support to programmes demonstrating poor standards of clinical quality.
  • Ensure all Channels are supported to adopt continuous supportive supervision as the norm.
  • Lead ToT training in specific areas, such as IP, MEM, MSL, PAC, IUD and identify and nurture talent in all channels identified through this process.
  • Lead the development of annual work plans and budgets relates to Quality Assurance, Training and M&E.
  • Provide direction to the execution of the annual work plan and budget.
  • Develop vision, strategic objective and priorities for Quality Assurance, Training and M&E
  •  Plan the clinical capacity building based on the Professional Development Plan in coordination with other team leaders.
  • Work in close coordination with other programmatic team leaders, health quality auditors, Research Consultants and other members of programmes
  •  Ensure training and development opportunities are provided to your team members and those who need in the provinces based on the assessment and appropriate equality of development chances.
  •  Build capacity of Quality Assurance and Training, M&E team, particularly around technical areas in close coordination of MSI and consultancy agencies
  • Proactively engage with SMT to flag/ disseminate changes in service delivery trends, quality assurance priorities and training needs
  • Provide monthly, quarterly and ad-hoc quality assurance and M&E reports as needed to SMT, in agreed upon formats and within deadlines, summarising all key grant/ project performance indicators.
  •  Ensure all projects have Quality Assurance, Training and M&E plan clearly delineating indicators and means of measurement to inform high level decision making and strategy development.
  • Monitor the implementation of training according to the plan and standards with the NGOs, Gov. and private sector and MSI
  •  Conduct Internal quality audit on regular bases.
  •  Follow up with the Quality Assurance officer to ensure the implementation of medical quality management plan to meet the quality standard targets.
  • Follow up and motivate the Training team to ensure the training plan targets are achieved within the allocated time and resources.
  • Create usable M&E tools for monitoring and evaluating programme activities.
  • Assist with the bidding and contracting process of the consultant agencies/individuals
  • Proactively check the monitoring of quality services and training performance vs. indicators in conjunction with the relevant project managers
  • Design, collect data and manage project baselines, evaluations and rapid assessments
  • Provide the Research perspective and analytical inputs during the development and review of MSIA annual business and functional plans where it is necessary.
  • Encourage dissemination of M&E products at conferences, in publications and other technical forums

Qualification & Experince: 

  • an advanced degree in MD, PHD MPH or related discipline required.
  • 4-6 years of experience in the designing, development, and technical implementation of the M&E systems.
  • Experience in providing high level technical advice to M&E projects, including presenting technical advice to management meetings, drafting advisory papers, and delivering training to technical staffs.
  • 4-6 years of experience working in a challenging developing country context.
  • Experience in design, management, analysis and dissemination of research and data’s.
  • Experience of using software packages like SPSS, STATA, or SAS for advanced statistical analysis of large data bases.
