About Concern Worldwide- Afghanistan

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Description

Main duty and Responsibilities:

Engineering Design:

  • Support the design of engineering works, including development of BoQs, conducting of technical surveys, and development of plans and milestones

Implementation Supervision and Technical Support:

  • Conduct engineering feasibility studies at the community level, together with the community mobiliser and community members
  • Lead the team of laborers, skilled labor and contractors for well repair and water supply network construction and repair
  • Supervision and instruct the labor and skilled labor or mechanics for repairing the WASH infrastructure; and ensure that ground activities are carried out to the highest standards and in accordance with the approved project, budget, design and timeframe
  • Provide guidance to laborers and contractors regarding well and water supply network construction and repair activities to ensure quality and adherence to designs and specifications
  • Track the labor attendance and maintain attendee sheets
  • Prepare labor wages or contractor progress for complete activities or milestones and ensure the progression confirms the invested budget
  • Ensure no child labor occurs within the project.

 

 

Coordination:

  • Communicate the work schedule and timing with stakeholders
  • Collaborate with the CDC regarding the water schedule and/or ensuring community contribution to the project
  • Implement the project as per the approved design and communicate any changes regarding design adaptations and/or change in the number of labourers required
  • Report regularly to the Construction Support Officer on the progression of activities.
  • Liaise with the Community Mobiliser regarding any social issues which may arise regarding project activities
  • Assist in any monitoring and evaluation activities as required
  • Facilitate the monitoring visit of authorities while they want to visit your site, in coordination with management
  • Liaise with ANDMA or PRRD department of Takhar/Badakhshan when required, closely work with the departmental appointed staff and inform on type of design, and make sure have a copy of the projects design at the project location
  • Any other related duties assigned by the line manager.
  • Provide full support in relation to emergencies when occurring in any area where Concern may respond.

Core Humanitarian Standards (CHS) and Emergency:

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Job Requirements

Qualifications & Experience:

  • Fresh graduated from the engineering faculty.
  • At least 2 years’ experience delivering WASH engineering related to national or international NGOs or in private construction companies

Communication:

  • Ability to work with community members and spend at least 100% of time in the community Engineering Skill preferred the water supply network design, water Gem, Water CAD and EPA net and Drawing software have experiences.
  • Community organizing skills.
  • Computer skills preferred (MS Word, Excel, Outlook and Power Point).
  • Dari and English speaking and writing ability.

  • Demonstrated skills in construction management
  • Strong interpersonal and communication skills
  • Strong cross-cultural awareness and sensitivity
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • Proven ability in training, supervision, and capacity building.
  • Strong teamwork, flexibility, and problem-solving skills.
