About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Descriptions:

Purpose of the Job:

Ensure the proper storage of medicines, medical products and management of medical stock in the ACF mission central warehouse according to ACF rules.

Assist the Pharmacy Manager in ensuring effective pharmaceutical management, procurement, and supply chain coordination

Role & Responsibilities:

Mission 1: Maintain the physical integrity of medical stock

The Pharmacy Officer is responsible for:

  • Compliance with Best Storage Practices for medical products
    • Space organisation of the Pharmacy
    • Physical integrity of the premises: secure openings, no water damage, no roof or wall cracks, no rodents, etc.
    • Hygiene of the premises: regular cleaning of the floor and shelves, refrigerator maintenance, no sweet food or beverages, etc. 
    • Monitoring the store temperature and ensuring Cold Chain items are stored in an adequate temperature. Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
    •  Oversee Sorting, placing, and putting away the goods in the appropriate place in the warehouse according to each donor and grant coding.
    • Ensure that everything possible is done to combat the deterioration factors of medical products
    • Classification of products according to the rules recommended by AAH
    • Ensure that the special conditions for storage of some specific products (cold chain, products assimilated to narcotic drugs)

 

Mission 2: Ensure a rigorous inventory tracking

The Pharmacy Officer is responsible for:

    • Update all of the essential management tools
    • Registration of all movements of stock on the Inventory Sheets and computer stock tracking tool (SFU Med if available)
    • Ensure accuracy of periodic counts of weekly and monthly physical inventories according to the procedure of AAH and the Chronogram of the pharmacy activities defined
    • Register Stock entry, update stock movement, conduct inventory and release items through LINK ERP system.
    • To convey updated tools to the Nut/Health department for stock analysis: analysis of the CMM, risk of fractures (SFU Med, Stock Report, etc.)
    • Supporting the Nut/Health PR in risk analysis (identification of the risk of expiry, breakage etc.) and in actions taken
    • Assist in collecting AMC and epidemiological data for procurement planning.
    • Establish monthly consumption reports, analyze trends and notify to line manager before the stock out.
    • Track the movement of all deliveries per grant systematically and based on the FIFO/FEFO principles
    • Remove the expired stock items (physical and virtual) and list them
    • Remove certain products on request of the Nut/Health department
    • Quarantine obsolete and damaged products and put them in a secure place
    • Any other tasks assigned by the line manager.

 

Mission 3: Ensure the archiving of tools and the reporting of activities

The Pharmacy Officer is responsible for:

  • Archiving all the management Tools
  • Supplementing the Monthly Pharmacy Report and to deliver it to these hierarchical and functional superiors

 

Mission 4: Support the Logistics Department in receipt of international orders

The Pharmacy Officer is in charge of:

  • Participating in the reception of capital international orders:
    • Quantitative reception (number of boxes, quantity of products etc.)
    • Qualitative reception (integrity of the delivered products, compliance with the conditions of conservation etc.)
    • Assist with the Warehouse maintenance works, including guiding and supervising technicians working on construction, electrical maintenance etc.
    • Manage casual laborers in the warehouse while handling goods or relocating
    • Facilitate efficient coordination for the movement of goods from the supplier to Kabul and field offices in close coordination with the Medical Logistics Officer and Logistics Team.
    • Liaise with Procurement team for the receipt of Goods, Supplies and equipment through proper documentation such as receipt of approved PR, Purchase Order, Invoice, and delivery report.
    • Perform any other duties to support logistics functions as assigned by the line manager.

Job Requirements:

Education (if relevant) and experiences expected

  • Advanced Diploma in Pharmacy Management (Bachelor’s Degree in Pharmacy-minimum 4years).
  • Significant 3 years professional experience in humanitarian with a focus on pharmaceutical management in nutrition and health programs.
  • Experience within an NGO is desirable

Technical skills

  • Excellent communication and presentation skills
  • Has a good knowledge and understanding of the Afghanistan Health System, sectoral priorities and the context.
  • Capacity in needs assessment and supply of drugs/medicines to health facilities
  • Good understanding of the functioning of the national supply chain
