We are currently implementing UNESCO and UNICEF-funded projects in the eastern regions of the country.

Job Descriptions:

Objective:

To ensure effective implementation, coordination, and supervision of health project by maintaining compliance with EPHS/BPHS standards, strengthening provincial and central-level collaboration, ensuring availability of quality medical supplies, supporting program monitoring and evaluation, and providing technical guidance to ensure the delivery of high-quality health services and achievement of project targets.

 

1. Compliance & Standards:

  • Adhere to ODESC’s organizational policies and procedures at all times.
  • Ensure that the quality of services is in line with EPHS & BPHS standards.
  • Ensure that relevant technical team at MO and PO are performing according to EPHS and BPHS standards and project objectives.
  • Monitor health program performance, ensuring activities meet quality standards and targets.

 

2. Program Implementation & Management:

  • Ensure that the project targets and objectives are achieved at the provincial and HF levels.
  • Assist health program director in planning, organizing, implementing and controlling the project technical activities.
  • Assist program director in proposal writing and give technical inputs.
  • Identify equipment, drugs, and other project needs on a timely basis to avoid shortages and ensure smooth project operations.
  • Ensure proper record and documentation of all project activities.
  • Collect and compile monthly narrative and other reports from PO.
  • Assist health program director in report writing for donor and relevant authorities.

 

3. Supply Chain & Logistics Support:

  • Ensure that quality drugs and medical supplies are available in all health facilities.
  • Assist the Pharmacy and Logistic Team to regularly monitor drugs and medical supplies and prevent expiry before use.

 

 

4. Coordination & Stakeholder Engagement:

  • Maintain good coordination with relevant stakeholders (Donor, MoPH, MoE and others).
  • Participate in main office level stakeholders’ coordination meetings.
  • Ensure proper coordination with provincial team.
  • Improve coordination between PO and MO for mutual support, experience sharing, and technical guidance.
  • Conduct monthly management meetings at main office and with PO.

 

5. Supervision, Mentorship & Capacity Building:

  • Supervise, mentor, and support PO and HF staff under the technical department.
  • Ensure that all departments at PO and MO conduct supervision of all HFs and work collaboratively to solve technical issues.
  • Supervise all departments at PO level to ensure data are properly recorded and reported through HMIS.
  • Accompany provincial teams and provide coaching.

 

6. Monitoring & Evaluation:

  • Assist M&E team in defining indicators for program monitoring and evaluation.
  • Assist M&E team in feedback based on the analysis of indicators.
  • Assist M&E team in data analysis of HMIS, QQM and TPM.
  • Participate in design, organization, implementation, and analysis of baseline surveys or other external evaluations.
  • Propose ideas, solutions, and share experiences and lessons learned from project implementation and other stakeholders.

Job Requirements:

Job Requirements:

  • Graduated from recognized medical faculty, having MPH degree is a plus point.
  • Must have 10 Years’ Experience in the Same Field / health programs management, specifically in EPHS and BPHS is a plus point. 
  • Excellent communication, coordination, and stakeholder engagement abilities.
  • Problem-solving and decision-making skills.
  • Ability to work well under pressure.
  • Strong knowledge of Afghanistan health context.
  • Demonstrated knowledge of BPHS/EPHS standards.
  • Excellent analytical skills.
  • Familiarity with health donors
  • Strategic thinking and leadership capabilities.
  • Strong program management, monitoring, and evaluation skills.
  • Proficiency in relevant software and health information management systems
  • Fluent in English, Pashto and Dari.
