About the Project:

The COMTREE project is a community-driven initiative in Nangarhar and Badakhshan aimed at planting 12,000 forest and fruit trees to strengthen environmental resilience and socio-economic development. Beyond the plantation, it integrates sustainable land management, climate-smart agriculture, gender-responsive participation, and livelihood creation. The project emphasizes community ownership through Village Development Committees and capacity-building programs, while water conservation and irrigation systems ensure long-term sustainability. With robust monitoring and adaptive management, COMTREE seeks to enhance ecosystem services, generate green jobs, empower communities, and deliver measurable climate and socio-economic impacts under the leadership of a technically skilled and strategic Site Engineer.

Job Descriptions:

The Site Engineer will provide technical expertise and on-site supervision focused on land preparation, irrigation advisory, and agricultural improvements for the COMTREE project. Reporting to the Project Manager, the incumbent will play a critical role in guiding proper land leveling, soil conservation, irrigation scheduling, and the application of climate-smart agricultural practices to ensure the healthy establishment and growth of forests and plants.

Key Responsibilities:

  1. Land Preparation and Technical Advisory
  • Lead technical guidance on land leveling, contouring, terracing, and soil conservation to optimize plantation success.
  • Provide recommendations on irrigation methods, water management, and soil fertility enhancement aligned with project goals.
  • Advise nursery teams and communities on best practices for site preparation and planting.
  1. Field Supervision and Support
  • Conduct regular site visits to monitor progress of land preparation and plantation activities, ensuring quality and technical accuracy.
  • Collaborate closely with agricultural/horticultural specialists, community members, and Village Development Committees to address technical challenges.
  1. Capacity Building
  • Support training sessions for community members and project staff on agricultural land management, irrigation practices, and maintenance techniques.
  • Facilitate knowledge transfer of climate-smart agriculture principles to enhance sustainability.
  1. Monitoring, Reporting, and Documentation
  • Collect and analyze data on land preparation quality, irrigation efficiency, and plant survival rates.
  • Prepare detailed technical reports and provide inputs to the Project Manager for adaptive project management.
  1. Coordination and Collaboration
  • Liaise with local authorities, communities, and project teams to ensure integrated and participatory implementation of agricultural activities.
  • Suggest improvements or innovations for agricultural infrastructure and land management as needed.

Key Deliverables:

  • Effective land leveling and soil conservation practices implemented across project sites.
  • Technical advisory reports and field supervision documentation submitted on time.
  • Enhanced community capacity in land preparation and irrigation best practices.
  • Regular monitoring data supporting plantation survival and growth.

Job Requirements:

  • At least a bachelor’s degree in civil engineering, Agricultural Engineering, or Irrigation Engineering is required, a master’s degree in a relevant field is preferred.
  • Proven expertise in land preparation, leveling, contouring, terracing, and soil conservation techniques for agricultural and environmental projects.
  • Strong technical understanding of irrigation systems, including design, water distribution management, and climate-smart irrigation scheduling.
  • Demonstrated experience in agriculture-based infrastructure development, such as farm-to-market access, water channels, and soil stabilization structures.
  • Ability to interpret technical drawings, design layouts, and implement site plans ensuring compliance with project standards and environmental safeguards.
  • Hands-on experience in field supervision, quality control, and technical monitoring of agricultural and land management activities.
  • Familiarity with climate-smart agriculture, sustainable land management, and environmental protection practices relevant to dryland and semi-arid areas.
  • Proven skills in data collection, technical reporting, and documentation aligned with donor and organizational requirements.
  • Strong interpersonal and communication skills to coordinate with communities, local authorities, and technical teams effectively.
  • Proficiency in Auto CAD, GIS basics, or other relevant engineering and mapping software is an advantage.
  • Fluency in local languages (Dari and Pashto) and English, with the ability to produce clear technical reports.
  • Willingness to travel extensively to field sites and work in remote and challenging environments under minimal supervision.
