Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA employs a balanced approach, combining “hard” interventions (e.g., infrastructure, resource management) with “soft” interventions (e.g., capacity building, advocacy) to address the needs of communities affected by climate and humanitarian crises.

About the Project:

The COMTREE project is a community-driven initiative in Nangarhar and Badakhshan aimed at planting 12,000 forest and fruit trees to strengthen environmental resilience and socio-economic development. Beyond plantation, it integrates sustainable land management, climate-smart agriculture, gender-responsive participation, and livelihood creation. The project emphasizes community ownership through Village Development Committees and capacity-building programs, while water conservation and irrigation systems ensure long-term sustainability. With robust monitoring and adaptive management, COMTREE seeks to enhance ecosystem services, generate green jobs, empower communities, and deliver measurable climate and socio-economic impacts under the leadership of a technically skilled Agricultural/Horticulturist and Livelihood Specialist.

Job Descriptions:

The Agricultural/Horticulturist and Livelihood Specialist will report directly to the Project Manager. He/She will provide technical expertise and livelihood support to implement the agricultural and horticultural components of the COMTREE project, ensuring the application of climate-smart practices, capacity building of communities, and promotion of sustainable livelihood options that contribute to environmental resilience and socio-economic development.

Key Responsibilities:

  1. Technical Support and Implementation
  • Lead the planning, implementation, and monitoring of agricultural and horticultural activities related to the COMTREE project, including the selection and propagation of suitable forest and fruit tree species, in close coordination with local NEPA and other relevant authorities.
  • Promote and apply climate-smart agricultural practices and sustainable land management techniques to increase environmental resilience and productivity.
  • Provide technical guidance on nursery establishment, soil fertility management, pest and disease control, and irrigation systems, ensuring alignment with project goals.
  1. Capacity Building and Training
  • Design and conduct training programs and capacity-building workshops for community members, Village Development Committees, and project staff on horticulture, sustainable agriculture, and livelihood enhancement.
  • Facilitate knowledge transfer on gender-responsive agricultural practices and ensure inclusive participation in all activities.
  1. Livelihood Enhancement and Socio-economic Development
  • Identify and promote viable livelihood options linked to agriculture and horticulture that contribute to economic empowerment and poverty reduction in target communities.
  • Collaborate with other project teams to integrate livelihood interventions with environmental conservation and climate resilience objectives.
  • Support the development of market linkages and value chains for agricultural and horticultural products to generate sustainable income opportunities.
  1. Monitoring, Reporting, and Documentation
  • Support the monitoring and evaluation of agricultural and livelihood activities, ensuring data collection, analysis, and reporting meet donor and organizational standards.
  • Document best practices, lessons learned, and success stories for knowledge sharing and advocacy purposes.
  1. Coordination and Collaboration
  • Work closely with the National Environmental Protection Agency (NEPA), local government authorities, community leaders, NGOs, and other stakeholders to foster partnerships and ensure community ownership of project activities.
  • Participate in coordination meetings and represent REHA in relevant forums related to agriculture, horticulture, and livelihoods.
  1. Risk Management and Sustainability
  • Identify risks related to agriculture and livelihoods within the project context and develop mitigation strategies.
  • Promote sustainable resource management practices that enhance long-term resilience and environmental conservation.

Key Deliverables:

  • Successful establishment and maintenance of nurseries and plantations with a high survival rate of trees.
  • Capacity building sessions and training were conducted for Village Development Committees and community members.
  • Viable livelihood options identified, promoted, and linked to local markets.
  • Technical reports and documentation submitted regularly, supporting the project’s M&E framework.
  • Strong coordination maintained with project stakeholders, including NEPA and local authorities.

 

Job Requirements:

  • At least a bachelor’s degree in agriculture, Horticulture, Agronomy, or Natural Resource Management (NRM) is required, a master’s degree in a related field is preferred.
  • Proven technical expertise in agricultural and horticultural development, including nursery establishment, tree plantation, orchard management, soil fertility improvement, pest and disease management, and irrigation systems.
  • Strong background in climate-smart agriculture and sustainable land management practices, including soil conservation, contouring, and water resource management.
  • Demonstrated experience in livelihood promotion, value chain development, and market linkage creation for agricultural and horticultural products.
  • Proven ability to design and deliver capacity-building programs, community trainings, and gender-responsive livelihood interventions.
  • Experience working with community-based structures such as Village Development Committees and local governance bodies to ensure inclusive and participatory implementation.
  • Excellent project management, coordination, and reporting skills with the ability to monitor field activities and ensure compliance with donor and organizational standards.
  • Familiarity with environmental conservation, climate resilience, and socio-economic development approaches in rural contexts.
  • Proficiency in local languages (Dari and Pashto) and English, with strong written and verbal communication skills.
  • High level of integrity, problem-solving ability, and adaptability to work in challenging and diverse field environments.
  • Willingness to travel frequently to project sites and collaborate with local communities, government agencies, and partners.
