About Hagar International - Afghanistan:

Hagar was established in 1994 in Cambodia to serve and support women and children who have survived severe exploitation and human rights abuses. In 2009, Hagar expanded its unique whole journey model of long-term, individualized care to Afghanistan and Vietnam. In 2015, Hagar also started delivering services in Singapore, Myanmar, and the Solomon Islands. We walk the whole journey of restoration with each survivor, empower communities to prevent exploitation, and strengthen systems to protect the vulnerable.

Hagar International in Afghanistan implements several integrated programs designed to help survivors recover from trauma and rebuild their lives. These include running Child-Friendly Spaces in IDP camps, economic empowerment initiatives and resilient livelihoods programs, community-based child protection programs, humanitarian relief projects, primary health care services, and emergency response activities.

Job Descriptions:

Position Purpose

Lead and implement project activities, manage, and supervise project staff, in compliance with donor and Hagar policies and procedures, and oversee the development of staff capacity building, project assessment, collaboration with stakeholders, and line ministries.

Main Duties & Responsibilities

  • Lead and manage RHRL project staff, providing regular supervision, assessing training needs of staff, and guiding activities in Kabul, Nangarhar, and Laghman.
  • Ensure that RHRL activities are implemented according to the project framework and that outputs meet the expectations of Hagar management, Donors, and line Ministries.
  • Provide monthly, semi-annual, and annual reports to the Hagar Management, Doner and line ministries according to the project log frame.
  • In coordination with Hagar’s Senior Management and Provincial team, develop MoUs and maintain strong working relationships with all stakeholders, including government, community leaders, NGOs, and community-based organizations.
  • Oversee and review the development of training materials & assessment tools.
  • Oversee and maintain the beneficiary’s database and ensure information is used appropriately and on time.
  • Regularly review the financial status of the project with the Finance Manager and execute the project budget accordingly.
  • Participate in Senior Management Meetings and lead project staff meetings regularly.
  • Set performance objectives with all RHRL staff and conduct scheduled performance evaluations.
  • Review and approve project financial documents in compliance with Hagar Financial policies.
  • Participate in staff recruitment, as required.
  • Perform any other job related task assigned by the line Manager.

Job Requirements:

Experience:

  • With MD/MHPSS 7 years and MPH 5 years of direct work experience in management of health/MHPSS projects.
  • Having at least 3 years of relevant working experience with NGOs/INGOs
  • Proven working experience in support & program functions in a humanitarian field and health sector.
  • Experience in financial Management and budgeting.

 

Skills and Personal Attributes:

  • Excellent verbal and written communication skills in Dari, Pashto, and English
  • Computer proficiency  
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Analytical thinker with strong conceptual and problem-solving skills
  • Willing to travel to provinces
  • Ability to synthesize complex information and communicate it effectively to diverse audiences
  • Strong presentation and negotiation skills
  • Report writing skills.
