Job Descriptions:

Position Description:

The GWM (Ground Work Management) Supervisor will provide technical oversight for all minor repair works and nature-based solutions (NBS) identified through community risk mapping. This includes ensuring the quality, safety, and sustainability of small-scale infrastructure such as embankments, drainage systems, protective walls, reforestation/erosion control measures, vulnerable pathways and Cash-for-Work interventions. The role ensures that all physical works are designed and implemented to strengthen community-based disaster preparedness, promote environmental protection, and support risk reduction, thereby minimizing localized environmental degradation and mitigating immediate disaster risks.

Key Responsibilities:

Technical Design & Supervision (40%)

  • Conduct technical assessments following community-led risk mapping to identify priority repairs and mitigation works.
  • Develop simple engineering designs for minor repairs (e.g., drainage, retaining walls, flood protection embankments).
  • Provide technical guidance on nature-based solutions (tree planting, geo-bags, bio-fertilizers, inter-cropping, soil erosion prevention).
  • Supervise Cash-for-Work activities ensuring safety standards, quality construction, and environmental safeguards.

Implementation & Monitoring (30%)

  • Oversee field-level construction works in collaboration with Field Officers, Community Workers, and trained volunteers.
  • Ensure proper use of materials and tools provided under the project (DP toolboxes, geo-bags, seeds, etc.).
  • Monitor quality and durability of completed works, reporting technical gaps or risks to the Project Manager.
  • Provide on-the-job training to communities and youth groups on maintenance of small-scale infrastructure.

Coordination & Capacity Building (20%)

  • Work with ANDMA, PDMC, and local authorities to ensure technical alignment with disaster preparedness standards.
  • Train community members on basic engineering skills related to flood protection, erosion control, and water drainage.
  • Ensure strong collaboration with the Environmental & Social Safeguard Specialist to integrate environmental safeguards and minimize unintended impacts.
  • Coordinate with other partners or NGOs active in WASH/DRR to avoid duplication.

Reporting & Documentation (10%)

  • Prepare site supervision reports, including before/after photos, progress updates, and challenges.
  • Contribute technical inputs to donor reports through the Project Manager and MEAL Officer.
  • Document lessons learned on community-based infrastructure for future replication.

Others

  • The GWM (Ground Work Management) Supervisor must strictly comply with the organization's security policies, procedures, and daily directives provided by safety personnel.
  • Perform any additional tasks as assigned by the supervisor.

Job Requirements:

Education: Bachelor’s degree in civil engineering is required. But master’s degree in civil engineering is preferred.

Experience: The candidate must have a minimum of 5 years of proven experience in construction, infrastructure development, including field-level implementation and supervision.
