HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  1. Clinical Assessment & Treatment
    • Conduct mental health and psychosocial assessments (using validated tools) for clients affected by disasters: trauma, grief, stress, PTSD, anxiety, depression, substance use, etc.
    • Diagnose psychiatric and psychosocial disorders, including comorbidities with physical health, and develop individualized treatment plans.
    • Provide appropriate medical / psychiatric interventions, including pharmacological treatment when needed, in line with national protocols, WHO mhGAP or equivalent guidelines.
  2. Referral & Care Continuity
    • Identify cases requiring specialized mental health services and facilitate referrals (e.g. to psychiatric specialists, inpatient units, or protection / GBV services)
    • Ensure follow-up of patients, monitoring treatment adherence, side effects, recovery, and adjustment of care plans as needed.
  3. Integration & Coordination with Health Services
    • Collaborate with general health, protection, nutrition, GBV, child protection sectors to ensure MHPSS is integrated into broader humanitarian / health responses.
    • Participate in or lead coordination with government health facilities and other NGOs, ensuring harmonization of services, referral pathways, and clinical protocols.
  4. Program Design, Protocols & Standards
    • Implement the adapted clinical care protocols, standard operating procedures (SOPs), and guidelines for mental health care appropriate to the disaster setting.
    • Ensure that all clinical services adhere to humanitarian & ethical standards: confidentiality, privacy, “do no harm”, informed consent, protection and safeguarding (especially for vulnerable groups).
  5. Capacity Building & Supervision
    • Provide training, coaching, and supervision to non-specialist healthcare workers, counselors, and psychosocial staff in MHPSS clinical practices, assessment, treatment, and referrals.
    • Lead case reviews, clinical supervision, and mentoring to maintain quality and ensure safe, effective mental health service delivery.
  6. Monitoring, Reporting, Documentation
    • Maintain accurate medical and mental health records for clients: assessments, treatment plans, follow-ups, referrals, outcomes.
    • Regular reporting to project management/donors on key metrics: numbers of patients, types of disorders treated, treatment outcomes, challenges encountered.
  7. Emergency Response & Preparedness
    • Be prepared to respond in acute disaster phases: mobile outreach/field clinics, triage, psychological first aid, rapid assessment of mental health needs.
    • Contribute to disaster risk assessment and planning for MHPSS components.
  8. Community Engagement & Psychoeducation
    • Support awareness-raising and psychoeducation in communities about mental health, stress reactions, coping strategies, and recovery processes.
    • Engage with local cultural, religious, and community leaders to ensure services are culturally acceptable and accessible.
  9. Quality Assurance & Ethical Practice
    • Ensure clinical practices comply with humanitarian, national, and global standards for MHPSS (e.g. WHO mhGAP, IASC Guidelines)
    • Uphold ethical practices regarding confidentiality, patient safety, consent, and safeguarding, minimizing harm.

Job Requirements:

    • Having an MD diploma from a recognized medical faculty.
    • At least 3 years full-time experience working as an MD in a clinic (AHF or B/EPHS) and received mhGAP training.
    • To be fluent in writing and speaking Pashto and Dari, and have a working knowledge of the English language.
    • Ability to work long hours, often under pressure
    • Good practical skills
    • Good communication skills
