Job Descriptions:

Job Summary:

Afghanistan faces severe climate vulnerability due to a combination of environmental and socio-political factors. Recurring climate-induced disasters, particularly droughts and floods, have significantly undermined food security, rural livelihoods and agricultural productivity. The agriculture sector, which is crucial for the economy and sustenance, has been severely impacted, leading to crop failures and reduces livestock health. Projections indicate a future with rising temperatures, declining rainfall, and more frequent extreme weather events, further threatening agricultural yields and pastoral systems.

These impacts are compounded by decades of conflict, which have weakened the population's adaptive capacity. The influx of returnees from Pakistan and Iran has strained natural resources, intensifying conflicts over land and water access and deepening existing social divides.

The role of Community Mobilizer becomes vital in this context. They engage communities, building trust, and facilitating the implementation of project activities. The role involves mobilizing community members, identifying their needs-particularly in agriculture and livestock - fostering collaboration, and ensuring their active participation in project activities for sustainable outcomes. By addressing the interconnected challenges of climate vulnerability, food security, and resource management, community mobilizers can significantly contribute to the resilience and rural communities.

 

Responsibilities and Tasks

 

  • Build strong relationships with local communities, leaders, and stakeholders.
  • Have a good capacity for communication project coordination activities.
  • Conduct awareness sessions to inform community members about the project's goals and activities.
  • Mobilize community members for participation in meetings, training sessions, and project interventions.
  • He/she should have experience in conducting data collection/survey using Kobo platform.
  • Conducting community needs assessments and surveys to collect relevant data.
  • Collect feedback from beneficiaries and stakeholders to ensure the project aligns with community priorities.
  • Organize and facilitate community meetings and discussions.
  • Coordinate with local authorities, NGOs, and other stakeholders to support project implementation.
  • Act as a liaison between the organization and the community, ensuring smooth communication
  • Monitor community participation and the impact of project activities.
  • Prepare and submit regular reports, documenting activities, challenges, and success stories.
  • Identify risks or conflicts and propose solutions to the management team.
  • Train and support community volunteers and groups to take ownership of project activities.
  • Promote Inclusion and Equity in terms of beneficiaries’ selection and overall project implementation.
  • Ensure that all community members, including women, youth, and marginalized groups, are included in project activities.
  • Able to create or establish CB-EWS (community-Based Early warning system) committees and mobilize it.
  • Prepare all required documentation such as GRN (good receive notes) BDLs (beneficiaries distribution lists) and attendance sheets for training beneficiaries.
  • Understanding of CFM (complaints and feedback mechanism) able to collect complaints and feedback from beneficiaries.

Job Requirements:

Job Specification Education & Training:

  • Minimum of a bachelor’s degree in agriculture university or a related field.

Experience:

  • At least 3 years of experience in community mobilization or related roles in development projects with NGOs/INGO.
  • Proven ability to work with diverse communities and manage stakeholder relationships.

 

Technical Skills:

  • Strong interpersonal and communication skills.
  • Proficiency in local languages and understanding of cultural norms.
  • Report writing and data collection skills.
  • Ability to work independently and as part of a team.
  • Ability of coordination and communication with stakeholders, CDCs heads and BNF
