Equality for Peace and Development Organization (EPDO) established as National NGO in 2010 and registered in Ministry of Economy. EPDO envisions Afghanistan to be a peaceful, prosperous and developed state, where all Afghans enjoy equal rights without any form of discrimination.

Mission: EPDO’s mission is to empower and strengthen women and youth at the community and policy levels and promote human rights, peace and good governance. EPDO’s main office is in Kabul and has provincial offices in several provinces.

Job Descriptions:

Purpose of the Position

The Program Manager will oversee the planning, implementation, monitoring, and evaluation of all programs and projects. The role involves strategic leadership, staff management, coordination with stakeholders, financial oversight, and reporting to ensure high-quality program delivery.

 

Key Responsibilities

  • Lead the planning, implementation, and monitoring of all projects in the program portfolio.
  • Ensure that program activities are aligned with organizational strategies and donor requirements.
  • Develop annual and quarterly work plans and budgets in coordination with program staff.
  • Monitor project progress and ensure timely delivery of results.
  • Supervise, mentor, and support program officers, coordinators, and field staff.
  • Conduct regular performance appraisals and identify training needs
  • Foster a collaborative and accountable work environment.
  • Work closely with the Finance Department to ensure proper financial management.
  • Monitor budgets, expenditures, and ensure compliance with donor regulations and organizational policies.
  • Approve program-related financial transactions as per delegation of authority.
  • Ensure effective monitoring and evaluation systems are in place for all projects.
  • Collect and analyze data to measure performance against indicators.
  • Prepare timely, accurate, and high-quality reports for donors, management, and other stakeholders.
  • Develop and maintain relationships with donors, government agencies, and other NGOs.
  • Represent the organization in coordination meetings, forums, and networks.
  • Support advocacy and policy engagement initiatives.
  • Contribute to the development of organizational strategies and program plans.
  • Support proposal development and resource mobilization efforts.
  • Promote sustainability and innovation in program design and implementation.

Job Requirements:

Required Qualifications & Competencies

  • Master’s degree in Development Studies, Business Administration, Public Management, or Bachelor’s with strong experience.
  • Minimum 5–7 years of program management experience with NGOs/INGOs in Afghanistan.
  • Strong knowledge of project cycle management, M&E, and donor compliance.
  • Proven leadership and staff management skills.
  • Excellent communication, negotiation, and report-writing skills in English and local languages (Dari/Pashto).
  • Financial management and budgeting skills.
  • Ability to work under pressure and travel to field offices while required
  • High level of integrity, professionalism, and commitment to organizational values.
