In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

General Scope of the job

Ministry of energy and water (MEW) will conduct numerous feasibility studies and detailed designs of Dams in the coming Years, so this position has been prepared for a Senior Structure & Road Specialist who be eligible for doing of the following Jobs.

Responsibilities and Tasks

• Providing structures & Road reports for feasibility study with in the required time.
•  Providing structures & Road reports for Detail design with in the required time.
• Perform/review geometric and pavement design for roads related to the dam.
• Design/ review of culverts and bridges included in a dam project.
• Preform/review structure design drawings and calculation of the water intake structures, headrace channel, fore bay, penstocks, power house.
• Design and provide technical assistance in design process of the project for the relevant departments.
• Providing technical specification of the project (structure and Road) part.
• Prepare and review of the TORs for upcoming new dams projects.
• Ensure that all designs meet applicable codes and standards (e.g., AASHTO, ASTM, IRC, national standards).

• Review and validate detailed engineering designs and drawings prepared by consultants or internal teams.
• Review the Project's Study Report and propose amendatory/ corrective and productive recommendation.
• Review the project's Study report and issue No Objection on behalf of Client if the document meets the applicable Code and Standards or when the document revised based on his/her recommendations.
• Reviewed and commented design submissions
• Attending the department meetings, meetings with MEW and meetings with contractors and others.
• Preparation of the monthly activity reports.
• Capable of design and Review of design of any Structures.
• Conduct Capacity building training (knowledge transfer) for the official employee through on job training and workshop.
• Any other task assigned by the related supervisor.

Qualification & Experience:

• The candidate shall have at least Master degree in Structural Engineering or Civil Engineering with a minimum of 5 years and B.sc in Structural Engineering or Civil Engineering with a minimum of 7 years in experience only in structure and road design.
• Having a registered MSc/BSc degree from a recognized institution.
• Fully expert and familiar with USBR, ASCE 7-10, ASTM, ACI, AASHTO and USACE international Codes.
• Fully expert in Software of SAP2000, E-tabs, Safe, Auto-CAD, Civil3D,
• Having certificates in SAP2000, E-tabs, Safe, Auto-CAD, Civil3D software.
• Speaking fluently in English.
