Job Descriptions:

Job Summary:

The MIS Officer is responsible for supervising and supporting provincial teams in system usage, managing technical documentation, and coordinating interdepartmental communication. This role involves collecting, analyzing, and reporting management information to aid decision-making, maintaining data integrity and security, and providing technical support to users. The MIS Officer collaborates with cross-functional teams to ensure system accuracy and efficiency, supports system maintenance and upgrades, and drives continuous improvement in documentation and reporting processes. Additionally, the role includes training operational teams, managing user accounts, and overseeing project-related coordination between multiple departments.

 

Key Responsibilities:

  • Supervise, coordinate and support provincial team on using the system.
  • Compile the monitoring results and thoroughly brief the implementation managers on areas that require improvement.
  • Create and maintain technical documentation, including user manuals, installation guides, API documentation, release notes, and knowledge base articles.
  • Collaborate with cross-functional teams, including developers, product managers, and subject matter experts, to gather information and ensure accuracy of documentation.
  • Create user accounts for new users.
  • Continuously improve documentation processes and standards to enhance the quality and usability of technical documentation.
  • Train operation teams on existing and new system modules.
  • Act as the intermediary between the traffic department, Red Star, and all provincial branches, processing all project-related paperwork between the mentioned departments.
  • Arrange meetings and gatherings between the mentioned departments if required.
  • Collect, validate, and analyze data from multiple sources to produce MIS reports for management.
  • Maintain and update databases, ensuring data integrity, security, and backup.
  • Coordinate with IT teams to ensure system availability, perform troubleshooting, and assist with software upgrades.
  • Develop, monitor, and report on key performance indicators (KPIs) related to system and operational performance.
  • Provide technical support and troubleshooting assistance to system users.
  • Ensure compliance with organizational policies and data security standards.
  • Assist in the development and implementation of new IT systems and software.
  • Monitor system performance and recommend improvements or upgrades.
  • Manage data access permissions and maintain user security protocols.
  • Generate ad-hoc reports and data extracts as requested by management.
  • Support data migration and system integration activities.
  • Participate in disaster recovery planning and testing.
  • Maintain inventory of hardware and software assets related to MIS.
  • Liaise with vendors and service providers for system support and maintenance.
  • Perform any other tasks assigned by the supervisor.

Job Requirements:

Education: Bachelor’s degree preferred computer science, economics, statistics, mathematic
or any other relevant field of education.
Experience: At least 2 years of progressively experience in MIS/ Information Technology, Data management, software implementation, Technical documentation is required in NGOs, INGOs or Public/Private sector.

  • Capacity building and training in participatory monitoring methods
  • System installation and configuration.

Language: Excellent language proficiency in spoken and written Dari, Pashto and English.

Other Skills Require:

  • Proven experience in technical writing, with a portfolio of documentation samples demonstrating clarity, accuracy, and effectiveness.
  • Effective teamwork, communication, interpersonal, and organizational abilities.
  • Experience working in Agile development environments is a plus
  • Honesty, initiative, and good manners.
  • Maturity and ability to work long hours under pressure is essential.
  • Should be willing to travel to provinces.
