Job Descriptions:

To facilitate and manage cash-based assistance operations at the encashment center, ensuring efficient, transparent, and accountable delivery of financial assistance to persons of concern (returnees, IDPs) in line with HEWAD and UNHCR policies and standards.

Key Responsibilities

    Cash Assistance Management

  • Manage daily operations of cash disbursement at the encashment center, ensuring timely and accurate payments to eligible beneficiaries.
  • Verify beneficiary identity and eligibility in coordination with protection and registration teams.
  • Maintain accurate and secure records of all cash transactions, receipts, and beneficiary data.
  • Ensure compliance with UNHCR/HEWAD financial policies, anti-fraud measures, and data protection standards.

   Coordination and Communication

  • Provide clear information and guidance to beneficiaries about the cash assistance process, entitlements, and complaint mechanisms.
  • Coordinate with protection officers to identify and refer persons with specific needs or protection concerns.

   Monitoring and Reporting

  • Monitor cash distribution activities to ensure transparency, fairness, and adherence to Standard Operating Procedures (SOPs).
  • Collect, document, and report on challenges, incidents, and feedback related to cash assistance operations.
  • Prepare regular reports on cash disbursement activities, beneficiary coverage, and operational challenges for HEWAD/UNHCR management.

Risk Management and Compliance

  • Identify and mitigate risks related to fraud, corruption, and security during cash operations.
  • Support audits and financial controls as required by HEWAD/UNHCR.
  • Ensure protection of beneficiary data in line with HEWAD/UNHCR’s Data Protection Policy.

Job Requirements:

  • Degree in Social Sciences, Business Administration, Finance, or related field.
  • At least 3 years of experience in cash-based assistance, financial management, or humanitarian program implementation is an assist.
  • Familiarity with UNHCR cash assistance procedures and protection principles is an asset.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work under pressure in a challenging security environment.
  • Proficiency in English and local languages (Pashto/Dari).
  • Good computer skills, including MS Office and data management tools.
