Established in 2016, Etimad Maihan unites Etimad Maihan Construction Company and Etimad Maihan Logistics Services as a single, accountable partner for works and end-to-end supply-chain delivery across Afghanistan. Job Descriptions:

Responsibilities

  • Project planning and coordination: Lead the end‑to‑end planning and execution of solar‑powered irrigation sub‑projects, from feasibility and design through procurement, installation and commissioning. Develop detailed workplans, resource schedules and budgets aligned with the grant agreement, and report progress to Etimad Maihan senior management.
  • Design and technical oversight: Oversee site assessments, hydrological and solar resource studies, and preparation of detailed engineering designs. Ensure all designs meet client reference standards, local regulations, and environmental/social safeguards. Review and approve bills of quantities, technical drawings and quality management plans.
  • Stakeholder engagement: Serve as the primary liaison between the company and its clients, local authorities, community representative groups and farmers. Coordinate community consultations, obtain permits and approvals (including from the Ministry of Energy & Water and Ministry of Agriculture and its related departments at the provincial level), and ensure inclusion of women and vulnerable groups.
  • Procurement and installation supervision: Coordinate procurement of civil works and installation services in accordance with clients guidelines. Supervise installation of solar PV arrays, pumps, pipelines and control systems, ensuring quality workmanship, safety compliance and timely delivery of clients‑supplied equipment.
  • Health, Safety and Environmental compliance: Implement and monitor HSSE procedures on site, including adherence to the Environmental and Social Management Plan (ESMP), SEA/SH safeguards and labour management standards. Conduct risk assessments and enforce corrective actions.
  • Team leadership and capacity building: Lead a multidisciplinary team of engineers, technicians and community liaison staff. Assign responsibilities, mentor junior staff, and organise training for local technicians and community members on operations and maintenance.
  • Monitoring, reporting and quality control: Establish monitoring systems to track construction progress, equipment performance and compliance with technical standards. Prepare monthly and quarterly reports (technical, financial and narrative) for clients, documenting challenges, lessons learned and corrective measures.
  • Commissioning and handover: Manage system testing and commissioning, ensuring operational parameters meet design specifications. Coordinate with Client for issuance of completion and handover certificates, develop operation and maintenance procedures, and oversee knowledge transfer to the O&M team.
  • Troubleshooting and continuous improvement: Identify technical issues during installation or operation and coordinate timely resolution. Conduct post‑commissioning reviews to optimise system performance, reduce downtime and improve future project designs.

 

Job Requirements:

Qualifications & Experience

  • Education: Bachelor’s degree in Engineering (civil, mechanical, electrical, renewable energy or related field).
  • Professional experience: Minimum 3 years of experience managing solar PV pumping projects or rural irrigation infrastructure.
  • Technical expertise: Familiarity with hydraulic systems, solar PV design and installation, and community‑based infrastructure projects. Experience with UN agencies, International NGO and World Bank environmental and social safeguards is an asset.
  • Management skills: Proven ability to coordinate multidisciplinary teams, manage budgets and schedules, and engage effectively with donors, government officials, and community stakeholders.
  • Language and communication: Proficiency in English and local languages (Dari/Pashto); strong communication and report‑writing skills.
