HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  1. Strengthen Community Feedback Systems
    • Establish, maintain and expand safe, accessible, gender- sensitive community feedback channels, including community-based, face-to-face mechanisms at all service delivery points.
    • Facilitate two-way information sharing through community meetings, FGDs and household visits to ensure that feedback mechanisms reach women, girls and other marginalized groups.
    • Integrate PM KOI standard questions into community feedback collection activities.
    • Ensure feedback channels are appropriate to community preferences and operate in line with UNFPA AAP guidance.
  1. Capacity Building & Coordination
    • Identify, train and support community focal points, frontline staff and volunteers on effective feedback management, ethical data handling, confidentiality, and use of PM KOI tools.
    • Provide refresher training and ongoing mentorship to ensure safe, respectful and professional management of community feedback.
    • Participate in relevant UNFPA-led AAP and PSEA training sessions, and support cascading knowledge within the organization
  1. Community Monitoring & Reporting
    • Conduct regular field visits, community meetings and FGDs to collect feedback, validate findings, and identify community needs and concerns.
    • Maintain up-to-date and secure records of feedback and complaints received, with proper documentation of actions taken.
    • Analyze community feedback trends and prepare clear summaries for internal use and donor reporting.
    • Regularly share collected community feedback with UNFPA for joint analysis and for adapting programming and services based on community preferences and emerging needs.
  1. Accountability & Communication
    • Ensure that feedback providers are informed about how their feedback has been used and what actions have been taken.
    • Track and follow up on corrective actions with relevant teams to ensure accountability to communities.
    • Represent the organization in AAP and CFM coordination meetings with UNFPA and other partners as required
  1. Other Duties
    • Any other tasks related to strengthening community feedback systems, complaint handling or accountability, as assigned by the supervisor.

Key Deliverables

    • Fully functional community feedback channels in all supported sites with trained focal points.
    • PM KOI is integrated into regular feedback collection activities.
    • Biweekly feedback summaries shared with UNFPA for analysis and program adjustment.
    • Number of community meetings, FGDs and field visits conducted, with documented reports and follow-up actions.
    • Number of staff and focal points trained and supported on feedback management and accountability principles

 

Job Requirements:

  • Education: University Degree in social science, health sectors or any other related fields.
  • Experience: At least three years experience working in community engagement, feedback mechanisms, monitoring and evaluation, or a related field with NGOs/INGOs.
  • Language: Fluency in spoken Dari, Pashto is required. Having excellent working knowledge of written and spoken English.
  • Analytical skills: The ability to analyze and interpret data, identify trends, and draw actionable insights from community feedback is required.
  • Cultural sensitivity: Understanding and respect for local culture, traditions, and social norms is essential for trust building with communities.
  • Computer skills: Proficiency in Microsoft Office and
