The Health Promoter will support CARE International’s efforts to improve the health and well-being of returnee populations in Herat. The role focuses on delivering community-based health education, promoting positive health behaviors, and facilitating access to essential health and nutrition services for returnees, internally displaced persons (IDPs), and host communities.
He/she will serve as a frontline representative of CARE International’s health initiatives, working directly with returnee populations, internally displaced persons (IDPs), and host communities in Herat to improve public health outcomes. He/she will be responsible for conducting regular outreach and health education sessions in community settings, focusing on key topics such as hygiene, nutrition, maternal and child health, communicable disease prevention, and mental well-being. Through these sessions, he/she will empower individuals and families to adopt healthier behaviors and make informed decisions about their health.
In addition to education, he/she will identify health needs within the community, facilitate referrals to appropriate health services, and support follow-up care for vulnerable individuals, including malnourished children and pregnant or lactating women. He/she will also play a critical role in building trust between communities and health service providers, ensuring that services are culturally appropriate, accessible, and responsive to the unique challenges faced by returnees.
He/she will collaborate closely with local health authorities, community leaders, and other humanitarian actors to coordinate efforts, avoid duplication, and strengthen the overall impact of health interventions. By maintaining accurate records, submitting timely reports, and participating in regular team meetings and trainings, he/she will contribute to the continuous improvement of CARE’s health programming.
• Introduce the program to communities, health Shuras, and oriented the communities on the project scope work.
• Conduct outreach in returnee settlements and host communities to raise awareness of available health services.
• Organize and facilitate community meetings, focus group discussions, and health education sessions.
• Establish and support community health committees, ensuring gender balance and inclusivity.
• To promote communities in health awareness and community engagement.
• Explains how the patient flow is working to the patients and the caretakers.
• Delivers any other health promotion messages that are relevant for the specific project.
• Community mobilization and identify the project beneficiaries.
• To mobilize communities in participation to community dialogues and health promotion.
• To empower women in the communities to engage and participate in community health promotion process
• Deliver culturally appropriate health education on topics such as hygiene, maternal and child health, nutrition, communicable disease prevention, and mental health.
• Promote immunization, breastfeeding, and safe reproductive health practices.
• Identify and refer malnourished children and pregnant/lactating women to appropriate services.
• Assist in triage and client flow at mobile or static health clinics.
• Monitor community health trends and report outbreaks or health concerns to supervisors.
• Support Infection Prevention and Control (IPC) measures in health facilities and community settings.
• Collaborate with local health authorities, NGOs, and community leaders to ensure coordinated service delivery.
• Maintain accurate records of outreach activities, beneficiaries reached, and referrals made.
• Submit timely reports and participate in regular team meetings and capacity-building sessions.

Education:

Skills and Experience:

• Familiarity with humanitarian principles and protection-sensitive programming and strong interpersonal and communication skills.
Fluency in Dari and/or Pashto; basic English is an asset.
• Having a deep knowledge of Afghan traditions and cultural norms
• Ability and willingness to work at the communities.
• Ability to conduct health training sessions at community level.
