Zero Point serves as a critical transit location for individuals and families crossing the border, often in vulnerable circumstances. Ensuring the orderly flow of people and the safety of both beneficiaries and staff is essential to effective humanitarian response.

The primary purpose of the Crowd Controller is to manage the orderly movement and behavior of individuals at the Zero Point, ensuring safety, compliance with site protocols, and support to service delivery operations. The role requires close coordination with security staff, humanitarian partners, and community members.

Key Responsibilities

• Direct and regulate the flow of individuals and groups through designated areas to avoid congestion and maintain safe operations.
• Organize queues and ensure respectful, prioritized access for vulnerable persons, including women, children, the elderly, and persons with disabilities.
• Provide clear and respectful instructions and guidance to individuals in the crowd.
• Support the implementation of crowd control protocols in line with security and humanitarian guidelines.
• Monitor crowd behavior and immediately report risks, irregularities, or conflicts to supervisors.
• Assist with dissemination of relevant information and instructions from staff to the beneficiaries.
• Maintain a calm, professional demeanor in high-pressure situations, ensuring the safety and dignity of all individuals.
• Coordinate with other site personnel (security, medical, registration, etc.) to facilitate efficient operations.

• At least 12th grade; additional training in crowd management or security is desirable.
• Minimum of 1 year experience in a similar role (e.g., crowd control, security, public events, or humanitarian field operations).
• Familiarity with humanitarian principles and protection standards is an asset.
• Ability to work in challenging and dynamic environments.
• Proficiency in local languages (Pashto and/or Dari); basic English is an advantage.
• Prior experience working at border crossings or transit centers is highly preferred.
• Physically fit and able to work outdoors for extended periods
